키르기스스탄 임기 채운 대통령은 단 한명, 자파로프는 어떤 길을 갈 것인가

[아시아엔=쿠반 압디멘 키르기스스탄 국영 <카바르 뉴스에이전시> 디렉터] 1990년대 키르기스스탄은 민주적인 이미지를 지녔던 과학자 아스카르 아카예프가 초대 대통령으로 당선되며 세계적인 주목을 받았다. 그의 당선은 국가발전의 시발점이 됐다.

고위공직 경험이 없었던 아카예프는 수천 년간 독특한 역사를 지켜왔던 키르기스스탄에 서구식 민주주의를 도입했다. 자유와 책임, 전통과 현대의 괴리는 컸으며 키르기스스탄 국민들은 그러한 차이를 쉽사리 받아들이진 못했다. 그럼에도 아카예프는 서구식 민주주의를 밀어붙였다. 결국 아카예프는 헌법을 두차례 위반했고, 그의 일족도 15년간 권력을 독점하다 2005년 혁명 때 축출됐다. 그 사이 키르기스스탄엔 권위주의와 부패가 뿌리내렸고 또 사회적 병폐가 됐다.

쿠르만벡 바키예프 제2대 대통령도 2010년 수도 비슈케크의 정부 청사 근처에서 시위대를 처형한 후 국외로 탈출했다. 그는 대통령 재임시절 권력의 유혹을 뿌리치지 못해 더욱 부패해져만 갔다. 새 정부가 들어서면서 사회적 분위기가 다소 누그러졌으나, 키르기스스탄 남부에서 민족간 충돌로 많은 이들이 목숨을 잃었고 야당의원 14인으로 구성된 임시정부는 혼란에 빠졌다. 대통령으로 선출된 알마즈벡 아탐바예프가 특단의 조치를 취하면서 키르기스스탄은 겨우 안정될 수 있었다.

아탐바예프의 임기 6년동안 키르기스스탄은 정치적 안정을 찾았으며, 고차원적인 국가프로젝트도 수행해 나갔다. 그럼에도 다수의 부정부패 사고가 발생해 국민들의 불만은 여전했다. 2017년 대선에서 소론바이 제엔베코프가 승리하며 대통령직을 이어받았고, 이는 정상적으로 임기를 마친 대통령이 차기 대통령에 평화적으로 직을 이임한 보기드문 사례가 됐다. 아탐바예프는 자신의 친구이기도 했던 제엔베코프를 후임자로 낙점한 셈이었으나 키르기스스탄 국민들은 이를 탐탁치 않게 여겼었다.

초대부터 지속돼 온 권의주의와 부패의 악순환, 부정선거까지 이어지다
불행하게도 소론바이 제엔베코프 전 대통령은 부정선거를 치르면서 국민들의 실질적인 지지를 받지 못한 사람에게 권력이 넘어가도록 조작했다. 가장 큰 문제가 된 2020년 10월 총선은 유권자들을 격분케 했다. 유권자들은 소셜미디어를 통해 결집했고 집단움직임에 나섰다. 이외에도 그동안 쌓여 있던 여러 문제들이 불거졌고, 2020년 제엔베코프는 임기를 마치기도 전에 권좌에서 내려왔다.

제엔베코프의 퇴진을 강력히 밀어붙인 이는 당시 야당의 젊은 지도자였던 사디르 자파로프 현 대통령과 그의 동료 캄치벡 타시예프였다. 단기간에 권력의 중추로 떠오른 두 사람은 각각 대통령과 비상사태부 장관으로 소임을 다하며 국정 안정화를 꾀했다. 전임자들의 불명예 퇴장을 지켜본 이들은 법을 준수하며 권력을 이양 받을 준비를 마쳤고, 2021년 가을 치러진 조기총선에서 소기의 목적을 달성했다. 새 얼굴들이 의회에 입성했고 이들 대부분은 자파로프를 지지세력이었다. 이후 키르기스스탄은 헌법 개정에 대한 국민투표를 실시했고, 그 결과 권력의 중심이 의회에서 대통령으로 넘어가게 됐다.

한 국가의 정책을 수립하는 과정에서 지지를 받는 정책이 있는 반면에 지지를 받지 못하는 정책도 있을 수 있다. 키르기스스탄 국민 대다수는 연평균 금 15톤을 생산하는 최대금광 쿰토르의 국유화에 찬성했는데 실질적인 국익에는 그리 큰 도움이 되지 못했다. 사회복지사, 법무부 직원, 교사 및 의사의 임금도 최대 100% 인상됐는데, 이러한 정책들은 새 정부에 대한 공감과 지지를 이끌어 냈다.

키르기스스탄 당국은 위 같은 정책을 추진하기 위해 국가예산 증액을 고민할 수밖에 없었다. 세금과 관세라는 안정적인 재원이 있지만 그 정도로는 불충분했다. 이에 키르기스스탄 내 카지노 허가 등의 방안이 나왔으며, 의회는 오랜 논의 끝에 카지노 허가에 찬성표를 던졌다. 그러나 야권이 이 법안에 반대한다고 발표하자 카지노 반대 여론은 더욱 커졌다.

결국 자파로프 대통령은 공개석상에서 법안의 비전을 제시하고 국가가 처해 있는 현실적인 상황을 설명했다. 자파로프는 카지노가 키르기스스탄 내국인이 아닌 외국인에게만 허용되며 이를 통해 50억 달러 이상의 국가부채를 줄일 수 있다고 말했다. 키르기스스탄 총 GDP가 80억 달러가 채 안되는 것을 감안하면 부채 규모가 적지 않다. 반면 키르기스스탄 당국은 약 200억 달러를 투입해 이식쿨 호수 인근에 신도시를 건설할 것이며, 대통령 행정부를 위한 신청사도 지을 것이라도 발표했다. 당국의 이러한 모순된 행동은 사회적인 논란을 불러일으켰다.

최근 키르기스스탄에선 국가질서를 어지럽히는 여러 사건사고도 발생했다. 타지키스탄과 국경 분쟁이 일어나고 있는 남부 바트켄 지역에선 무력충돌이 발생해 다수의 민간인이 사망했으며 여전히 긴장상태에 놓여있다. 타지키스탄과 키르기스스탄은 소비에트 연방에서 독립한 국가들이며, 집단안보조약기구(CSTO) 회원국이지만 국경문제 만큼은 민감하다. 그럼에도 타시예프가 이끄는 키르기스스탄 국경경비대는 이 상황을 조정할 책임이 있다. 즉, 키르기스스탄 현 정부는 부정적이든 긍정적이든 국내에서 일어나는 모든 일에 대한 책임이 있다는 것을 알아야 한다.

Responsibility for positive and negative results

Kyrgyzstan first drew attention to itself in the 1990s, when a scientist with a democratic image, Askar Akayev, was suddenly elected as the leader of the quiet and calm republic within the USSR. This was the turning point in the development of the country.

With no experience of high-level leadership, Akayev enabled the sudden establishment of a Western-style democracy in a country with its unique history that dates back thousands of years. He did so while ignoring Kyrgyz society’s unwillingness to distinguish between the two sides of democracy – freedom and responsibility, the gap between tradition and modern trends.

Eventually Akayev violated the Constitution of the country twice, which led to two major negative consequences – the usurpation of power by the president and his clan for a long 15 years, and the 2005 revolution, which forced him to flee Kyrgyzstan. However, the seeds of authoritarianism and corruption had already been sown and society could not handle this.

The dissent of the active members of opposition later led to a new revolution in 2010, and second president Kurmanbek Bakiyev was also forced to flee the country after the execution of protesters near the Government House in Bishkek. In his time as president, he could not resist the temptations of power and plunged into even more vicious corruption. The establishment of a new government after his departure somewhat lifted the mood of the population. However, the tragic interethnic clashes in the south of the country that lead to many deaths complicated the situation for the collective government consisting of 14 people from the opposition. Only the following election of Almazbek Atambayev and his persistent steps to improve the situation in the country somewhat stabilized the state.

It was under him that a number of high-caliber projects were realized, causing continuously development in Kyrgyzstan for six years without any substantial political unrest. However, during Atambayev’s presidency a number of negative events also took place, which caused discontent among people. Nevertheless, Atambayev set the precedent of a peaceful transfer of power to the next head of state elected by popular vote, passing his position to Sooronbay Jeenbekov in 2017.

He had no consideration for the unpopularity of his decision among the population of Kyrgyzstan to choose his friend as the next President.

Unfortunately, the now former president Atambayev was the one to organize this transfer of power to a person who had little real support among the population. Eventually, this and a number of other problems led to another change of power in 2020. The results of the parliamentary elections in October 2020 caused a storm of indignation among the electorate. The most organized part was grouped through social networks. As a result of their active protest, there was a change of power.

Jeenbekov resigned under pressure from new opposition leaders Sadyr Japarov and his friend Kamchybek Tashiev. In a short time, both took the most important positions in the country – Zhaparov took the role of the head of state, while Tashiev became head of the State Security Service. They proceeded to legalize their roles completely and held snap parliamentary elections in the fall of 2021. New political forces entered the parliament, most of which are Zhaparov’s supporters. Later, a referendum was held on the adoption of a new Constitution and Kyrgyzstan transformed from a parliamentary to a presidential country, providing enormous powers to the head of state.

The process of reorientation of the country’s governance is accompanied by the adoption of both popular and unpopular laws. The majority of the population were supportive of the new government’s initiative to nationalize the country’s largest gold mine, Kumtor, which produced an average of 15 tons of gold annually, while Kyrgyzstan received only a small benefit from this. Wages of most social workers, law enforcement employees, teachers and doctors were increased by up to 100%. All this caused approval and increase in sympathy for the new government.

At the same time, the authorities of Kyrgyzstan are forced to think about increasing the state budget. Currently, stable sources of finance are tax and customs fees. But it is clear that these revenues are not enough. Therefore, various projects are proposed, such as the adoption of a law on the permission of casinos in the country. After a long period of discussions parliament voted for its adoption. However, after an opposition faction announced its objection to this initiative, society sharply began to oppose the law. This forced President Zhaparov to come out publicly with an explanation of his vision and an appeal to the opponents of the bill to realistically assess the situation with the country’s economy.

In his opinion, casinos, where citizens of Kyrgyzstan will not be allowed to participate according to the new law, would make it possible to replenish the state treasury at the expense of foreign gamblers. Moreover, he argues that it is time to reduce the state’s debt by paying back the loans. The total debt of Kyrgyzstan is more than 5 billion US dollars, while the country’s GDP is less than 8 billion dollars. At the same time, the country’s authorities publicly announce megaprojects as the construction of the city of Asman on the shores of Lake Issyk-Kul, which would cost 20 billion US dollars, as well as the construction of a new building for the Administration of the President of the Kyrgyz Republic. For the sake of this, the Issyk-Kul Hotel, which had been empty for a long time, but had historical significance, was demolished. Such contradictions in the actions of the authorities increase the critical attitude in society.

Moreover, a number of high-profile events have recently occurred that are disturbing society even more. Despite efforts by the authorities to resolve contentious issues along the border with Tajikistan in the south of the country, armed conflicts have taken place in the Batken region over the past year, as a result of which many civilians of Kyrgyzstan have died, and the situation remains tense. The issue is very complicated, despite the fact that both Tajikistan and Kyrgyzstan are members of the same collective security organization – the CSTO, initiated by and including Russia, as well as a number of other countries that were part of USSR.

The Border Service of Kyrgyzstan, which is part of the Security Service headed by Tashiev, is responsible for navigating the situation. This means that the current government is responsible for all the events currently taking place in the country – both positive and negative.
