팔레스타인 사태, 그 누가 멈출 수 있을까

[아시아엔=아시라프 달리 아시아기자협회 회장] 전쟁이 발발하면 당사자들 눈에는 승리 이외에는 아무것도 보이지 않는다. 그래서 전쟁을 사전에 방지하거나 멈추도록 중재하는 이들이 필요하다. 그래서 주요 강대국들은 갈등의 당사자들을 한데 모아 평화조약을 체결하도록 중재해왔다.

2023년 10월 7일 발발한 하마스의 이슬람저항운동은 크게 두 가지 문제에 대항해 발발했다. 그 중 하나는 75년간 행해진 이스라엘의 점령과 박해, 아파르트헤이트(인종차별 정책) 등 역사적인 문제에 기인한 반면 또다른 하나는 최근에 불거진 문제와 관련 있다. 예루살렘의 알아크사 모스크를 점령하고 있는 이스라엘 군인들이 팔레스타인 주민과 이슬람을 모욕한 것이다. 실제로 하마스는 작년 10월 단행한 기습작전을 ‘알아크사 홍수’(Al-Aqsa Flood)라 명명했다.

하마스는 일련의 사건에 적극적으로 대응하겠다고 경고했지만 이스라엘은 유엔 국제결의안과 오슬로협정을 무시한 채 별다른 대응을 보이지 않았다. 아랍연맹과 사우디아라비아가 제안한 아랍 이니셔티브가 유명무실해진 가운데 이스라엘은 다른 아랍국가들과 독자적인 외교관계를 수립하며 국제법은 물론 팔레스타인과 체결한 조약마저 무시했다.

이스라엘은 지상, 해상, 공중 3방면에서 가자지구를 공격하기 시작했다. 남쪽은 안전하다는 유언비어로 인해 수십만이 가자지구 북쪽에서 남쪽으로 이동했지만, 이는 더 많은 민간인 피해를 유발했다. 이스라엘의 보복 이래 100일 동안 가자지구의 수천명을 포함해 23,843명의 팔레스타인이 사망했다. 가자지구에선 일반 시민 이외에도 유엔 직원 148명, 의료진 337명, 언론인 100여명이 희생됐다. 인명피해뿐 만이 아니다. 병원, 학교, 난민캠프, 이슬람사원, 교회 등 건물 수백 동도 파괴됐다.

이에 하마스는 이스라엘 감옥에 수감 중인 자국 포로들과 그들이 생포한 이스라엘 인질을 교환해 휴전할 것을 제안했다. 이스라엘은 제안을 받아들이는 대신 서안지구 주민들과 이스라엘 국적을 소지하고 있는 팔레스타인인 수천명을 투옥했다.

이쯤에서 생각해보자. 당사자 외의 제3자가 그들의 분쟁을 멈출 수 있을지. 아마 불가능할 것이다. 미국은 이스라엘의 전통적인 우방으로, 균형 잡힌 중재자 역할을 하기 어렵다. 카타르와 이집트 등이 포로교환이나 휴전 협정을 체결하려 노력하고 있지만 이스라엘은 공세를 더욱 강화했다.

그 사이 예멘의 후티 반군이 개입해 이스라엘로 향하는 선박들을 위협했고 또 실제로 공격까지 감행했다. 미국과 영국은 이스라엘에 휴전을 압박하는 대신 예멘에 공습을 가하기 시작했다. 레바논의 헤즈볼라와 이스라엘도 무력분쟁에 나서면서 레바논으로 전장이 확대될 조짐마저 보였다. 이스라엘방어군(IDF)는 레바논에 거주하던 하마스 지도자들을 암살하면서 레바논의 수도 베이루트를 파괴하겠다고 위협했다.

얼마 전 남아공은 이스라엘을 집단학살 혐의로 국제사법재판소에 제소했다. 남아공은 팔레스타인과 마찬가지로 아라파트헤이트라는 아픈 역사를 갖고 있다. 물론 이스라엘은 국제사법재판소의 판결을 무시하려고 애쓸 것이다. 반면 유엔은 국제사법재판소의 판결에 촉각을 곤두세울 것이다. 국제정치에서 줄곧 피해자 역할을 해왔던 이스라엘이 사실은 학살의 주범이었다는 사실이 전세계에 알려진 것이다.

어느 한 쪽이 당초 목표했던 승리를 달성해야만 이 전쟁이 막을 내릴까? 오늘날 우리는 팔레스타인과 레바논, 예멘의 전선에서 벌어지고 있는 전쟁을 목격하고 있지만 멀지 않은 미래에 이들 국가의 국경선이 바뀌는 모습을 목격할지도 모른다.

When a war breaks out, any war in any part of the world, the goal of both sides is victory, and neither of them is satisfied with an end other than triumph. Here there is a need for a new party, and perhaps other parties, to work to deter the war, stop it, and perhaps make each party believe that it is the victor, until the battles stop, the conflicts subside, and the soldiers return with their weapons to the barracks, leaving the war front. Hence the importance of peace treaties concluded by both parties to the conflict and sponsored by the major powers.

The Islamic Resistance Movement (Hamas) in occupied Palestine moved on October 7, 2023 in response to two matters, as events say: a historical matter, which is 75 years of occupation, persecution, and apartheid, and a very recent matter, which is the insult of the soldiers and settlers in the Israeli occupying state to Al-Aqsa Mosque, and religious Judaism preparations to desecrate, in fulfillment of Biblical prophecy.

Hamas warned of these recent events, and vowed to respond, but as usual, and just as the Israeli occupation state ignored 75 years of international resolutions issued by the United Nations, and a number of treaties signed by the Palestinian authorities, and in the presence of international parties, whether that was in Madrid or Oslo, the Arab initiatives presented by the League of Arab States and the Kingdom of Saudi Arabia collapsed. And Israel thought that by establishing diplomatic relations with more Arab countries, this meant that it did not have to implement the law or follow the treaties it had signed with the Palestinians.

Israel moved to strike the Gaza Strip, by land, sea and air, and began moving hundreds of thousands from the north of the Strip to its south, claiming that the south was safe. The truth is that they were moving to annihilate the largest number of victims, and the toll after a hundred days is that the Palestinian deaths in Gaza reached 23,843, in addition to several thousand. Under the rubble, the number of Palestinian deaths in the West Bank reached: 347 away from Gaza, in areas that are supposed to be under the supervision of the Palestinian Authority!

The number of United Nations employees killed in Gaza reached 148 people, and the number of health workers killed in Gaza reached at least 337 doctors and nurses, while the number of journalists killed by Israel in Gaza exceeded the 100 mark. Add to people souls, several hundreds of buildings, including hospitals, schools, refugees’ camps, mosques and churches.

Hamas requested the release of its prisoners in Israeli jails, in exchange for the prisoners it took in Operation (Al-Aqsa Flood), and to stop the war, but Israel did not respond, and jailed thousands more, whether from the West Bank or from areas of the so-called Palestinians of 1948, who are Palestinians holding Israeli identities and live in occupied cities.

Here we ask about the roles of other parties in stopping this conflict. You will not find the main sponsor of peace in the region, the United States, which participated in an air bridge in support of Israel. While other parties such as Qatar and Egypt tried to calm the situation and conclude prisoner exchange agreements, it took several days for the attacks to return, more ferocity and destruction, while the Hamas continues its defense, as a resistance movement guaranteed by international law to resist occupation.

At a time when the parties were trying to calm the situation, the Houthi forces intervened in Yemen, threatening navigation and its ships heading to the Israeli port on the United Sea, otherwise the war would stop. The war did not stop, and the Houthis attacked several ships, so the United States and Britain began attacking Yemeni sites, instead of pressuring Israel to stop its war! Hezbollah forces also intervened in Lebanon against Israeli targets, and the IDF began similarly claiming the lives of the Lebanese, demolishing their homes, assassinating Hamas leaders in Lebanon, and threatening to make the Lebanese capital Beirut an image of Gaza, and be destroyed, as the Israeli Defense Minister said.

Hence the importance of South Africa’s request to the International Court of Justice against Israel, considering what it is doing is parallel to genocide. Later, the whole world heard the Prime Minister of Israel saying he will not respond to any decision issued by the International Court of Justice, and that the United Nations is the one that must appear before the International Court of Justice because it is a partner of Hamas! I think it has become crystal clear to the whole world that the person who has been acting the role of a victim on the political stage has been doing the role of a serial killer in real life.

I do not see a solution to the war other than submitting to its philosophy, otherwise it will expand. If today it is witnessing hot fronts in occupied Palestine, Lebanon, and Yemen, tomorrow it would reach new borders.
