급변하는 중동 정세, 악몽이 돼버린 ‘아메리칸 드림’

[아시아엔=아시라프 달리 아시아기자협회장] ‘아메리칸 드림’이라는 용어는 1931년 출판된 제임스 트러슬로우 애덤스(James Truslow Adams)의 <아메리카의 서사>(Epic of America)를 통해 처음 소개됐다. 저자는 ‘아메리칸 드림’에 대해 “모든 사람이 능력과 결과에 따라 기회를 얻을 수 있는 풍요로운 땅에 대한 꿈”이라고 정의했다. 아메리칸 드림의 정의는 시대에 따라 조금씩 변해왔지만 현재, 그리고 앞으로도 이어질 미국의 정신과도 같았다.

아메리칸 드림을 다루는 수많은 기사와 서적, 영화, 노래들은 전세계로 뻗어나갔다. 그 중에서도 영화는 미국의 정치, 경제, 사회 시스템에 기반한 이데올로기를 선전하는 수단으로 톡톡히 역할 했다. 이를 통해 아메리칸 드림은 미국 국민뿐만 아니라 세계인이라면 누구나 한번쯤 상상해 볼만한 꿈이 됐다.

사회학자 에밀리 S. 로젠버그(Emily S. Rosenberg)도 <아메리칸 드림의 확산>(Spreading the American Dream: American Economic and Cultural Expansion, 1890-1945)이란 책을 통해 “아메리칸 드림은 더 이상 미국에만 국한된 현상이 아니다. 다른 국가들도 시장경제, 자유무역협정과 해외투자, 정부의 민간기업 보호, 정보와 문화에 대한 자유로운 접근 등을 통해 미국의 발전 모델을 따를 것”이라고 분석하기도 했다.

아메리칸 드림은 저 멀리 중동에까지 영향을 미쳤다. 아랍권 시민들은 아메리칸 드림을 그들의 삶에 적용시켰고, 또 선망의 대상으로 여겼다. 아랍이 미국을 비롯한 선진국과의 경쟁을 위해서라면 참고할 만한 본보기가 될 수 있었을 것이다. 그러나 아랍은 아메리칸 드림을 맹목적으로 따르기 시작했다.

걸프만 국가들을 비롯한 중동 국가의 지도층은 자녀를 미국으로 유학 보냈고, 미국의 무기를 구입했다. 이들은 미국으로부터 정치적 보호를 받기도 원했다. 걸프 국가들은 높은 고층빌딩과 유리창 등 미국식 건축방식을 구현하기도 했는데, 햇볕이 잘 드는 사막의 기후에는 도통 적합하지 않은 방식이었다.

중동의 일부 지도자들은 백악관 도움을 받아야만 살아남을 수 있다고 믿기도 했다. 미국에 감히 반기를 들었던 이라크의 사담 후세인과 리비아의 카디피가 비극적인 최후를 맞이했기에 그들 나름의 이유는 있어 보였다.

아메리칸 드림이 본격적으로 무너지기 시작한 것은 2001년 9.11 테러였다. 미국은 그동안 베트남이나 소말리아 등 머나먼 타국에서 전쟁을 치렀다. 그러나 9.11은 미국 본토가 심대한 타격을 입고 또 강대국 이미지를 실추시킨 최초의 사례였다.

필자 개인적인으로는 중동에서 미국의 약세가 도드라진 시기는 도널드 트럼프 집권기였다고 생각한다. 트럼프 대통령이 중동국가들을 겁박하면서 미국과 아랍의 관계가 독으로 변해버렸기 때문이다. 이후 바이든 행정부가 들어섰고, 러시아-우크라이나 전쟁이 발발하며 중동은 새로운 세력도를 그리기 시작했다.

중동에서 새로이 떠오른 세력은 러시아와 중국이다. 러시아는 아메리칸 드림에 반기를 든 시리아가 살아남을 수 있도록 지원했고, 덕분에 바샤르 알 아사드 시리아 대통령은 이라크의 후세인과 리비아 카다피 같은 사람들의 비참한 전처를 밟지 않을 수 있었다.

중국은 오랜 숙적이었던 이란과 사우디아라비아를 중재하는데 성공했다. 양국의 적대관계를 유지하려 했던 미국의 대 중동 전략이 실패함에 따라 아메리칸 드림에 또 다른 균열이 생기기 시작했다. 더 나아가 러시아와 중국은 달러를 루블과 위안으로 대체하려는 원대한 계획을 세우고 있다. 이는 아메리칸 드림에 보다 심대한 타격을 가져다 줄 것이다.

아메리칸 드림은 결국 악몽이 되고 있다. 오랜 동맹국은 새로운 파트너를 찾았고, 미국이 이용했던 적대관계가 청산됐으며, 달러 기축통화에 대한 심대한 도전도 받고 있다. 수십 년간 초강대국 미국을 뒷받침해온 아메리칸 드림이 향후 수십 년간 미국을 괴롭힐 악몽으로 추락하고 있다.

The American Dream Becomes a Nightmare

Observers used to interpret the American Dream as a part of the western media campaigns to pass the ideas and ideals of USA. In 1931, readers were introduced to the term “American dream” in a book titled “Epic of America” by James Truslow Adams; who described it as “that dream of a land in which life should be better and richer and fuller for everyone, with opportunity for each according to ability or achievement.”

The American dream was aided by a number of factors that gave the United States a competitive advantage over other countries. Homeownership and education are often seen as paths to achieving the American dream. Though the definition of the American Dream has changed to mean different things to different generations, it’s undoubtedly part of the American ethos, and likely always will be.

Hundreds of articles, books, films, songs and so on, were pushing this term globally as a trademark cliche adopted by all. But in her book “Spreading the American Dream: American Economic and Cultural Expansion, 1890-1945”, sociologist Emily S. Rosenberg gave us another dimension of this American dream , as she identifies its components that have shown up in countries around the world.

The American dream has no longer been restricted to be only American; as other nations believed in replicating America’s development, with a faith in a free market economy, a support for free trade agreement and foreign direct investment, promotion of a free flow of information and culture, acceptance of government protection of private enterprise.

In cinema, American movies have been framing stories within the ideologies and discourses of the dominant society producing a body of ideas on which a particular economic, political, or social system is based. The films of the “American Dream” expanded its definition making this certain dream to be followed, not only by USA citizens, but by the dreaming global citizens, as well.

The Americanization of the Middle East region didn’t borrow the term alone. Gradually, the Arab citizens began to apply the American dream in their lives, the American dream has become the region’s dream. While it could be understood when we find a competition with developed strong economies’ countries to race with the States, or imitate them; it is not the case when we refer to countries that doesn’t have the needed factors to build their own American dream.

The Arabian Gulf states and other Middle Eastern countries started to blindly follow the America model: Sending their sons and daughters to study in USA, buying arms from USA, and getting political protection from USA. Even in architecture, the Gulf states implemented the American way of building, with high skyscrapers and glass windows; some characteristics that don’t suit the sunny desert climate.

The region’s regimes believed that they could only survive if they are supported by the White House! In fact, the circumstances proved it is true, as the two Arab presidents who dared to oppose the American policies their lives ended tragically; in the cases of Saddam Husain in Iraq, and Gaddafi in Libya.

The collapse of the American Dream began with September 11 attacks . The United States of America used to choose its battlefields away from the American soil, from Vietnam to Somalia. Those attacks cracked the image of a strong country that couldn’t be harmed nor reached.

In my opinion, the climax of American weakness in the region coincided with the Donald Trump era; acting the blackmail game against the region’s regimes and leaders, then, the US – Arab’s relationship became toxic. With the arrival of President Biden , and the explosion of the Russian – Ukrainian War, the region began to rearrange its relationships with new powers.

The two new powers that became more involved in the region are Russia and China. Russia could help the Syrian regime to survive against USA will to remove the last president against the American dream. Bashar Al Assad avoided the fate of the late presidents of Iraq and Libya. China, could succeed to cure the ill relationship between Iran and Saudi Arabia; another failure of the USA strategy in the region to keep both of them enemies, and another crack in the American dream.

In addition, both of Russia and China have their amazing economic plans to replace the US dollar with Roble and Yuan; another hammer to crack the American dream on a wider scale.

The American dream became a nightmare, as allies are finding new partners, enemies are becoming friends, and national currencies are replacing the American one, (not only in the region but also abroad as India and Malaysia agree not to use US dollar in their mutual trade). A nightmare that will badly affect the American presence in the region for decades to come.
