난민 둘러싼 루머 밝히는 어플리케이션 ‘혹스맵’, 유럽 거주 시리아 난민 편견 깰까

최근 유럽에서 시리아 난민을 두고 각종 루머가 번지면서 많은 난민들이 ‘범죄자’ 혹은 ‘사회안보를 위협하는 존재’란 편견 속에 살고 있다. 난민들은 범죄를 저지르지 않았더라도 으레 ‘난민이니까 그랬을거야’라는 억울한 누명을 쓴 채 눈총 받기 십상이다. 이러한 난민 관련 루머의 사실관계를 바로 잡아주는 어플리케이션 ‘혹스맵’(Hoaxmap)이 등장해 화제다. Hoax는 ‘거짓말·장난질’을 의미하는 영단어다.
<알자지라>에 따르면 혹스맵은 온라인 지도에 범죄가 발생한 곳에 ‘점’을 찍어 주는 시스템을 활용한다. 일명 ‘범죄지도’는 현지 경찰이 발표한 공식 성명서를 바탕으로 만들어져, 난민범죄 관련 확대재생산된 루머를 바로잡아주고 있다.
이 어플리케이션은 일주일 사이에 독일, 오스트리아, 스위스 등 유럽 각지역에서 발생한 240개 범죄 사건을 온라인 지도상에 기록했다. 특히 새해부터 벌어진 쾰른 성폭력 사태로 반이민 정서가 확대되고 있는 독일에선 이 프로그램의 활용가치가 높다.
이 프로그램은 고향을 떠나고 등지고 온 난민들이 잘못된 소문으로 불이익을 받지 않도록 하기 위해서 개발됐다. 이 어플리케이션을 개발한 슈와츠는 “난민 관련 수많은 루머들이 쏟아지고 있다. 우리는 온라인에 떠도는 데이터들을 활용해 사실과 거짓을 밝혀내고자 한다”고 밝혔다.
An online platform to debunk refugees “crimes”
Developer Lutz Helm and Karolin Schwarz launched last week “Hoaxmap,” an online platform that allows people to separate fact from fiction by debunking false rumours about supposed crimes committed by refugees across Europe.
According to AlJazeera, the platform will “use an interactive system of popping dots, as the map documents and categorises where those “crimes” allegedly took place. It then counters that false information with official statements from the police and local authorities, as well as news reports in which the allegations have been disproved.
One week in, Hoaxmap has featured some 240 incidents, mainly from Germany but also Austria and Switzerland. Germany especially has seen a change of stance towards refugees after the reports of dozens of attacks on women at New Year celebrations in Cologne. Which renewed criticism of Chancellor Angela Merkel’s open-door policy on refugees and migrants, with some 1.1 million new asylum seekers registered in the last year alone, according to Alarabiya.
Cologne alone has seen a number of angry reactions towards non-European as a result of these attacks, such as a group of six Pakistanis were attacked by a gang of about 20 people while a Syrian national was reportedly targeted in a separate attack by a group of five people. Even leading police forces to analyze whether there is a link between immigration and the sexual harassment of women in Germany.
The platform aims to clear the refugees names of some of the rumors and hoaxes people claim to be done by them, as stealing and slaughtering swans from a lake near a shelter, or a story about a female refugee from an African country who got hair extensions and braids because of religious reasons, and then supposedly charged her local government some 720 euros ($800). The cases on the map include almost all kinds of offenses from thefts and assaults to rape.
Schwarz said, “As the number of hoaxes increases, we want to work with the data as well, to check if there are relations between stories which are often shared locally.”
