캄보디아 코로나19 대책은?···자국민 보호에 ‘최선’
[아시아엔=소팔 차이 <아시아엔> 캄보디아 주재기자] 캄보디아에도 코로나19가 확산하기 시작하면서, 훈센 캄보디아 총리는 바이러스를 막기 위해 국내의 모든 인력과 자원을 총동원할 것을 선언했다.
지난 3월 23일까지 캄보디아에서 84명이 확진 판정을 받았지만 사망자는 아직 보고되지 않았다. 캄보디아는 4월 들어 4일 연속 코로나19 확진자가 나오지 않아 누적 확진자 122명을 유지했다. 이에 따라 당국은 16일 오전 지역 간 이동 제한 조치를 해제했다.
캄보디아는 코로나19를 해결하기 위해, 훈센 총리는 자신이 직접 특별대책위원회 위원장직을 맡아서 특위를 소집하고 강경 대책을 실행했다. 또한 총리는 확진자들과 이웃 국가들에 대해 어떠한 차별도 하지 말 것을 강력히 촉구했다. 캄보디아 정부는 국경을 폐쇄하지 않았다.
대부분의 정부 부처 및 기관 직원들과 NGO 단체들은 온라인 재택근무에 돌입했다. 추가 확산을 막기 위해, 왕실 및 정부행사가 취소되고 학교, 노래방, 나이트클럽 등 공공시설이 폐쇄되었다. 이와 동시에 캄보디아 정부는 수도 프놈펜에 있는 5성급 호텔로 쓰던 건물을 확진자 격리치료시설로 지정했다.
현재 캄보디아 전역에 걸쳐 전화로 의심증세에 관해 상담받을 수 있는 ‘코로나19 핫라인’이 구축되어있다. 또한 지역사회를 넘어서 전국적으로 혈액채취를 통한 검사가 실시되고 있다.
캄보디아 정부는 향후 몇개월 동안 EU(유럽연합)가 캄보디아에 대한 EBA 관세(UN 지정 세계 최빈국에게 무기와 탄약을 제외한 모든 상품에 무관세, 무쿼터 혜택을 제공하는 제도)를 20% 삭감하면서 발생할 경제적 타격을 예상하고 있다.
이에 더해 정부는 반정부진영이 양산하는 코로나19에 대한 가짜뉴스에 맞서야 하는 상황에 놓여 있다.
한편 훈센 총리는 세계보건기구(WHO)와 다른 국가들과의 협력으로 공로를 인정받아 대기업과 중소기업, 그리고 지방의 부유층들의 재정 후원을 이끌어냈다.
중국은 의사 7명과 의약품, 진단시약, 방호복, 수술용 마스크 등을 캄보디아로 보내 검사와 치료를 지원했다.
캄보디아 보건부 맘 분헹(Mam Bunheng) 장관은 “중국의 의료물품 지원은 매우 시의적절했을 뿐만 아니라, 확진자를 예방하고 치료하는데 큰 도움을 주었다”고 말했다.
훈센 총리는 지난 3월 5일 바이러스가 중국 우한에서 창궐해 사망자가 늘어나던 하던 당시 중국을 방문한 첫 번째 외국 정상이었다. 중국의 캄보디아 지원은 훈센 총리의 베이징 방문에 대한 ‘감사의 화답’인 셈이다. <번역 김동연 인턴기자, 송재걸 기자>

Phnom Penh: Since the outbreak of COVID-19, Cambodian Prime Minister Hun Sen has announced to mobilize all national means, forces, and resources to fight against the global deadly virus.
Up to March 23, 2020, Cambodia has found 84 people positive with COVID-19 and no one has yet been reported dead. Taking a serious action, Hun Sen’s government launched a special national committee chaired by himself to deal with the crisis. For humanitarian acts and human morality, the premier urges the whole nation not to discriminate against anyone and any country containing the virus. Respecting and cooperating with neighbouring countries such as Thailand and Vietnam, Hun Sen’s government never closed the borders on its own until they did first.
Staff and workers of most of the government’s ministries and institutions, national and international non-governmental organisations and private sector have recently worked from home through online. The King’s ceremonies and affairs, the government’s events, schools, karaoke parlors, night clubs and other public entertainment with huge gatherings were cancelled and closed in order to minimise or stop the infection. At the same time, the government takes a former five-star hotel in the central of Phnom Penh capital to be a health center for positive COVID-19 people.
From national to sub-national levels, health checkup with blood test mechanism has been managed and hotline phone calls are in place for the public to call in case there is a suspect of COVID-19.
Coping economic issue in one hand at the time when ‘Everything but Arms’ status of the European Union to be cut by 20% in the next few months, while another hand is dealing with the virus, Hun Sen’s government is also challenging with Fake News on COVID-19 made by some social media users and his political opponents living both inside and outside the country.
However, with his strong commitment for the nation in cooperation with the World Health Organization and others, Prime Minister Hun Sen has gained some financial support from local tycoons and big and small business people for fighting against the joint-virus.
For China, in showing the iron friendship and humanitarian issue with Cambodia, it sent 7 doctors with medical supplies, and Detection Reagent, hazmat suits, surgical masks, and other related physical tools, to the Kingdom, to help with finding and the treating.
Dr. Mam Bunheng, Cambodia’s Health Minister said on Monday that it is helpful and useful for Cambodia that China friend sent Cambodia at the right time to prevent and cure people who have COVID-19 positive.
This is also part of China’s kind response after Prime Minister Hun Sen’s visit in Beijing on 5 March while the virus was worst infecting Wuhan. Hun Sen is the first foreign leader visiting China at the time when the virus outbreak.
