이상기 ‘아시아엔’ 발행인 기고문, 인도네시아 유력 ‘자카르타 포스트’ 11월 9일자에 실려

[아시아엔 편집국] 11월 9일 오전 문재인 대통령이 아세안 3국 순방의 첫 목적지인 인도네시아에 도착했다. ‘소통하는 대통령’으로도 잘 알려져 있는 문재인 대통령과 조코 위도도 인도네시아 대통령은 이번 회담을 통해 양국 협력을 강화할 것으로 기대를 모으고 있다. 앞서 이상기 <아시아엔> 발행인은 문재인 대통령의 순방 이전, 두 대통령의 만남에 대한 기대를 담은 기고문을 인도네시아 유력지 <자카르타 포스트>에 보냈다. 그리고 이 기고문은 11월 9일자 <자카르타 포스트>의 인쇄 신문과 온라인 사이트를 통해 배포됐다. <아시아엔>은 이상기 발행인 기고문의 한글 원문과 영문을 독자들께 전한다. -편집자

필자는 작년 5월초와 금년 8월말 인도네시아를 방문했다. 그 9개월 사이에 인도네시아는 내게 매우 친근해졌으며 1년 앞둔 아시아경기대회를 성공적으로 완수하기 위한 인도네시아 정부와 국민들의 노력이 피부로 느껴졌다.

우리는 이런 것을 리더십과 팔로우십의 조화라고 부른다. 외국 기자의 눈에 비친 인도네시아는 조코 위도도 대통령 정부가 출범한 지난 3년간 놀라운 변화를 하고 있다. 그 가운데 가장 중요한 변화는 국민과의 격의 없는 소통이며 이에 바탕한 국민통합이다.

작년 방문때 필자는 길가에서 만난 경찰과 호텔직원들에게 일부러 조코위 대통령을 비난하는 말을 꾸며서 했다. 그들은 내게 강력히 항의했다. 외국인인 당신이 뭘 안다고 남의 나라 대통령을 비판하냐는 것이었다. 내가 다시 물었다. 당신들이 조코위를 지지하는 이유가 뭐냐고. 그들은 한결같이 말했다. 국민들을 누구나 공정하게 대해주고 또 부정부패를 없애려고 애쓰는 인도네시아 역사상 드문 대통령이라고. 그것뿐이냐고 내가 물었더니 그들이 답했다. 조코위는 무슨 일이 벌어지면 현장을 달려가 피해자나 당사자들과 의논하며 위로한다고 답했다.

나는 일부러 그들에게 조코위 대통령을 비난한 것이 부끄러웠다.

인도네시아 독자들도 알다시피 한국의 문재인 대통령은 지난 5월, 전임 박근혜 대통령이 탄핵됨에 따라 앞당겨 실시된 선거에 의해 뽑혔다. 그의 가장 큰 장점은 역시 국민과의 소통능력이며 배려하는 마음이다. 문재인 대통령은 취임 후 지난 6개월 동안 과거 한국사회에서 소외되고 억울한 일을 당한 사람들을 껴안아주며 위로하고 있다. 돈과 권력을 향한 무한경쟁시대에서 패배하는 사람들이 너무 많다. 그런데 문제는 공정한 기회가 주어지지 않기 때문이라는데 있다. 이것을 해소하지 않으면 사회는 결코 정상적으로 운영되지 않는다. 한국사회는 지난 60년간 산업화와 민주화라는 두 마리 토끼를 다 잡은 모델국가가 됐다. 하지만 한가지 간과한 게 있다. 바로 더불어 잘사는 사회에 대한 인식과 실천이 부족했던 것이다.

다행히 지금 문재인 정부는 이에 대한 확고한 신념과 구체적인 대안을 제시하고 있다.

나는 이번 양국 정상회담에서 “국민이 더불어 잘 산다는 것은 무엇이냐” “더불어 잘 사는 나라를 만들려면 어떻게 하면 될 것이냐” “역사 이래 문화와 의식을 이끌어간 한국과 인도네시아가 아시아 지역에서 어떤 역할을 해야 할 것이냐” “또 그를 구체화시키려면 어떻게 하면 될 것이냐”와 같은 본질적인 문제들을 허심탄회하게 나눴으면 좋겠다.

물론 경제발전과 협력 등 실무적인 문제도 무척 중요하다. 왜냐하면 그것의 토대위에서 국민들의 행복권 추구가 가능하기 때문이다. 그것은 작년 조코위 대통령의 청춘들과의 토크 대담에 나선 한국의 재경부 장관과 인도네시아의 경제부처 장관들이 머리를 맞대고 지혜를 나누면 충분히 가능하다고 본다.

대통령은 큰 배의 선장과 같다. 선장이 방향을 잘 잡고 나가면 바람도 뒤에서 불면서 순탄한 항해를 인도하며 선원들을 항구까지 안전하게 인도한다.

최고의 선장인 조코위, 문재인 두 대통령은 이번 정상회담을 통해서 세계에서 가장 지혜롭고 용기있는 지도자라는 사실을 세계인이 인식하게 되는 계기가 될 것이라 믿는다.

한국 속담에 어려울 때 친구가 진짜 친구라는 말이 있다. 한국은 지금 북한핵 문제로 어려움을 겪고 있다. 두 사람이 싸울 때 본인들이 직접 화해하는 것은 쉽지 않다. 누군가 옆에서 화해를 붙여주는 사람이 필요하다. 아주 행운인 것은 인도네시아는 북한과도 깊고 우호적인 관계를 맺고 있다. 인니가 바로 중재자 역할을 해주길 많은 한국인들은 바라고 있다. 이미 1950년대 아시아아프리카 동맹(AA그룹)의 리더역할을 한 바 있는 인니는 바로 지금 그런 역할을 한반도에서 끈기 있게 성공적으로 수행해 줄 수 있으리라고 나는 바라고 믿는다.

인도네시아는 스케이트 등 동계올림픽과는 별로 관계가 없는 것으로 안다. 하지만 선수가 아닌 관중으로 조코위 대통령이 내년 2월 평창올림픽 개막식 또는 폐막식에 참석해 문재인 대통령 등 평화를 사랑하고 이를 구체적으로 실천하는 세계의 지도자들과 평화의 메시지를 전세계에 전하길 바란다. 그 메시지는 메아리가 돼 지구촌 방방곡곡을 돌고돌아 내년 아시아경기대회가 열리는 인도네시아의 하늘과 땅과 바다에 골고루 전해지리라 믿는다.

두 대통령의 아름다운 꿈이 베스트 프렌드십이 되어 올해 지구촌에 매우 소중한 선물이 되길 아울러 바란다.

All the best for the captains’ summit of S. Korea, Indonesia

The current reporter visited Indonesia once in May 2016 and again last August. He recounts here the observations he made:

In those nine months, Indonesia’s government and its people were working diligently and faithfully for a successful Asian Games scheduled to take place a year later.

Such cooperation amongst the people and the government is often called, harmony of leadership and its followers. In my perspective, as a foreign reporter to Indonesia, I felt that the country was experiencing amazing development since the inauguration of the Joko Widodo administration three years before. And in the midst of all the change has been effective communication between the leadership and the citizens.

Out of curiosity, I spoke negative comments about the Indonesian President on purpose?to egg any bad opinion about the leader. Interestingly enough, the people strongly denied all negative accusations, further rebuking me of talking in such a way without even truly knowing the President. When I then asked the reason behind their loyal support of President Widodo, they replied that the President is fair to all and does his best to rid the nation of corruption and a decaying political system. Moreover, President Widodo does not hesitate to personally visit those who are in need of his attention and care.

I suddenly felt embarrassed for making up bad comments about the President.

As many of our Indonesian readers may know, South Korea’s current President, Moon Jae-in, was elected into office last May after the former President was impeached. One of President Moon’s greatest attributes is also his ability to communicate with the people and his way of thinking of others first. Today, Moon continues to work hard for those who are in the margin of Korean society and has implemented ways to help the vulnerable. In Korea, there are still so many people who get the worse end of such a competitive society. The main problem is that not all are given a fair chance at opportunities. For the past 60 years, Korea has been busy with its economic development and progress in democracy, but it forgot the need to remember the need to make a better country for all to live better lives.

Fortunately, President Moon has been working on practical policies to realize his ideological basis for changing Korean society.

I hope that for the upcoming Indonesia-Korea summit, questions such as, “How people in a society can live in harmony benefiting one another?”, “What is Korea and Indonesia’s role in Asia as leaders of historical and cultural consciousness?”, “What the specific ways to implement Korea and Indonesia’s role in the continent?” would be answered during the talks.

Of course, economic development and practical policies are also important for the country?they are crucial to directly helping Indonesians lead happy lives. I believe discussions between Indonesia’s finance ministry and Korea’s Minister of Finance and Economy (who was also present during Joko Widodo’s 2016 special youth talk) would be beneficial for this aspect.

A nation’s President is like the captain of a big ship. If the captain is going in the right direction, then the wind will be blowing the ship into its right course and the people aboard will safely arrive at a port.

And I believe that the bilateral summit will reveal to the international society that Presidents Moon Jae-in and Joko Widodo are the best captains for their nations?ones wise enough to lead their nations in the right direction.

There is a Korean saying that a friend in hard times is a true friend. South Korea currently faces the big challenge of North Korea’s nuclear tests. For now, it remains hard for both the South and the North to settle their differences. In light of this, Indonesia still holds diplomatic relations with North Korea and thus, is in a good position to be a mediator between the two Koreas. Previously in the year 1950, Indonesia acted out is mediating role and leadership in the Asia-Africa Federation?the nation is bound to do the same for North and South Korea.

If I recall, Indonesia as a country has little to do with sports like ice skating, those sports of the Winter Olympics. Still, President Joko Widodo plans to attend the upcoming Pyeonchang Olympics in February and meet with President Moon and other world leaders to spread the message of peace among all.

It is my sincere wish that as President Joko Widodo and President Moon continue their friendly relations the global society will benefit from the promise of their shared vision.
