[추모] 굿바이, 나의 보스! ‘노이노이’ 필리핀 대통령

[아시아엔=알린 페레 필리핀 <온타겟미디어콘셉트> 기자] 아키노 전 대통령 별세 소식을 접한 순간, 필자가 느낀 슬픔은 이루 말 할 수 없을 정도였다. 수많은 필리핀 국민들 또한 이 슬픔을 함께 나누고 있다.

2021년 6월 24일, 베그니노 노이노이 아키노 필리핀 15대 대통령이 향년 61세로 타계했다.

대통령 재임 시절 그에겐 ‘피노이’(PNoy)라는 별명이 항상 따라다녔다. 이것은 ‘프레지던트 노이’(President Noy)’의 줄임말이기도 하고, 필리핀 사람을 뜻하는 구어 ‘Pinoy’를 사용한 일종의 ‘언어유희’ 같은 거였다.

필리핀 정치인들과 그의 내각에서 일했던 사람들이 조문 올 정도로 애도 물결은 끊이지 않았다. 의회와 상원, 행정부 고위 관계자들은 애도를 표하고, 피노이에 얽힌 사연도 전했다. 연예계까지도 아키노 가문 출신의 그를 떠나보낸 아픔을 함께 나눴다.

필리핀 현지 뉴스 보도는 발빠르게 노이노이 전 대통령의 업적을 다시 소개했다.

그는 니노이-코라손 아키노 부부 사이에서 태어난 외아들로, 냉담하고 무관심한 성격의 소유자로 알려졌다. 하지만 그는 역사의 부름에 답하기 위해 매사에 최선을 다했다.

탈락(Tarlac) 주 상원의원이던 그는 2010년 모친 코라손 아키노 여사가 타계한 지 얼마 안 돼 대통령이 될 운명에 처했다. ‘노이노이’ 아키노는 우리가 꼭 기억해야 할 매우 중요한 업적들을 일궈냈다.

재임 당시 필리핀의 경제가 크게 발전했다. 필리핀 역사상 처음으로 채권등급평가 가운데 ‘투자적격등급’을 받으며, ‘아시아의 환자’라는 오명을 벗게 되었다. 또한 불법 자금 스캔들에 연루된 유명 정치인들이 수감되면서 부정부패도 상당히 줄어들었다. 게다가 필리핀은 IMF 부채를 모두 상환하고 중위권 국가 반열에 올랐다. 특히 IMF에 기부금까지 낼 정도로 성장했다.

2014년 남중국해 영토분쟁 당시 중국 정부를 유엔해양법조약(UNCLOS)에 근거하여 헤이그 국제상설중재재판소(PCA)에 제소해, 2016년 중국측 주장을 전면 부정하는 판결을 얻어내기도 했다.

남중국해 영토분쟁은 남중국해를 둘러싼 여러 나라의 섬과 해안의 영유권 분쟁으로 남중국해에는 풍부한 어업자원뿐 아니라 천연가스나 석유가 매장되어 있을 가능성이 높다. 이에 중국은 이 지역에 대한 영유권을 주장하면서 동남아에 전략적 기지 건설과 항로 확보에 나서고 있다. 하지만 무엇보다 가장 중요한 업적은 바로 ‘겸손하면서도 성실한 봉사정신’이다.

노이노이 전 대통령이 이룬 수많은 업적 덕분에, 우리가 필리핀 사람이라는 게 너무 자랑스러웠다. 특히 종종 영어 대신 그가 필리핀 원어인 타갈로그어로 연설할 때마다 나는 깊은 감명을 받고, 필리핀 사람이라는 것이 한없이 자랑스러웠다.

2010년 대통령 취임사에서 그는 필리핀 국민을 향해 “당신은 나의 보스입니다!”라고 선언하며, 오직 국민을 위해 봉사할 것을 다짐했다. 그의 약속은 앞으로도 영원히 기억될 것이다.

반면 그의 재임 시절 마닐라 버스 인질극, 태풍 욜란다 피해, 마긴다나오 학살 등 사건사고도 끊이지 않았다. 물론 국가 수장인 대통령도 단점도 있고, 실수도 저지를 수 있다. 세상에 완벽한 사람이란 없기 때문이다.

노이노이 대통령은 2015년 마지막 국정연설에서 자신의 성과와 가족의 발자취를 간추려서 전했다. 그는 자신의 부모님의 “필리핀 사람들은 무엇을 위해서든지 목숨을 바칠 가치가 있으며, 평화롭게 살아갈 가치도 있다”는 좌우명에 따라 살아왔다고 말했다. 그는 여기에 덧붙여 “필리핀 사람들은 무엇을 위해서든지 싸울 가치가 있다”고 말해 힘찬 박수를 받았다.

아키노 가문은 그의 부친 네니그노 아키노 전 상원의원과 모친인 아키노 코라손 전 대통령이 타계했을 때도 국장으로 장례를 치르지 않았다. 언론은 아키노 가문이 정치적 혈통에도 불구하고 형식적이고 거창한 국장을 기피해왔다는 사실에 주목했다.

6월 24일 아침, 필리핀의 모든 지방정부 청사들은 중앙정부의 지침이 내려지지 않았지만 일제히 조기를 게양했다.

코로나19 팬데믹이 오지 않았더라면, 지금쯤 마닐라 도심에는 필리핀의 민주화를 상징하는 노란색 옷을 입은 지지자들과 수많은 사람들이 거리를 활보하고 고속도로를 장례식 인파로 가득 메우고 있었을 것이다.

분명 베니그노와 코라손 아키노는 천국에서 아들을 꼭 안아주면서, “우리 아들 정말 장하구나, 네가 있어서 정말 자랑스러웠단다!”라고 말하고 있을 것이다.
필리핀 사람들은 아키노 가문에게 정말 큰 빚을 졌다. 이제 역사는 그들이 필리핀을 위해 민주주의를 가져오고, 지켜내고, 실천해온 업적을 크게 평가할 것이다.

You are My Boss

Words are not enough to describe my sadness when I heard about the death of PNOY.

I believe many Filipinos share this grief.

Benigno Simeon C. Aquino, or better known as “Noynoy”, the 15th President of the Philippines, passed away last June 24, 2021, at the age of 61.

As President, he took the nickname “PNoy”, short for “President Noy”, and also a play of words to the colloquial term for Filipinos, which is “Pinoy”.

Tributes have poured in for him, from politicians he worked with, to those who served under him in Malacañang in his Cabinet.

Philippine leaders today from Congress, the Senate, and senior administration officials have sent their condolences and their own stories. Even the world of showbiz sympathizes with this latest loss of the Aquino family.

The news coverage here quickly recalled PNoy’s achievements.

Ninoy

The only son of national heroes Ninoy and Cory Aquino, his personality has been described as aloof and unconcerned, but he has done everything to answer the call of history.

He was the District Representative for Tarlac Province in Congress, became a Senator, and was pushed by destiny to become President in 2010, a few months after her mother, Cory passed away.

It is important to recognize his accomplishments as President.

The Philippine economy performed so well during his time, that we got the first-ever investment rating, and our title of “sick man of Asia” was removed. Corruption had been significantly reduced and he imprisoned some prominent politicians that were involved in financial scandals.

During his stint, the Philippines graduated from IMF loans, became a middle-income country, and at one point, even contributed to the IMF funds.

A significant accomplishment would be the arbitral ruling from the Hague when the Aquino government sued the Chinese government on the sovereignty issue of the West Philippine Sea, where UNCLOS was invoked and the Chinese claim on the nine-dash line was invalidated.

But perhaps his most important legacy is his faithful and humble service. Whether people admit it or not, during PNoy’s time, we were proud to be Filipino. He made us proud of his achievements, of what he said at the international level, and how he carried himself and their family name. What I really appreciate the most is that he often speaks Filipino in his speeches.

He will be remembered for his promise during his first Inaugural Speech in 2010 when he declared to all Filipinos that “You are my boss!”, indicating that his Presidency will be in the service of the Filipinos.PNoy also faced many controversies during his Presidency – the Luneta siege, Typhoon Yolanda, and the SAF44 Massacre in Mindanao. But it’s important to remember that no one is perfect, and especially heads of state or Presidents, also make mistakes or have shortcomings as well.

On his last State of the Nation Address in 2015, he summed up his performance and the legacy of their family. He said that he lived by his parents’ motto – his father said that the Filipinos were worth dying for, and his mother said that the Filipinos are worth living for. To this, he added, “the Filipinos are worth fighting for”.

As a tradition, state funerals were not requested by the Aquino family. Some writers have pointed out that despite the political pedigree of Ninoy (a former Senator), Cory (a former President), and Noynoy (also a former President), their family has shunned the formal and pompous state funerals.

Without asking and without any formal pronouncement from the national government, all government offices throughout the country put the Philippine flag at half-mast from the morning of Thursday, June 24.

If there were no pandemic and COVID quarantine rules in Metro Manila, there would surely be millions braving the streets and would have turned EDSA into a yellow sea of supporters for the funeral.

I’m sure, Cory and Ninoy are embracing Noynoy now in heaven, and they are saying, “you have been a good son, you have done well and made us proud!”

The Philippines owe a lot to the Aquino family. History will judge them fondly and kindly for the legacy of democracy that they brought, defended and fulfilled, for the Filipinos.

Rest in peace, PNoy. Thank you so much for your loyal service to us ordinary citizens, your bosses.
