혼인빙자해 동남아 여성 407명으로부터 57억원 갈취한 나이지리아 사기단 ‘덜미’

[아시아엔=노릴라 다우드 전 CAJ 회장·번역 김아람 기자] 최근 동남아 여성 407명을 대상으로 무려 480만달러(약 57억원)을 갈취한 사기단이 덜미를 잡혔다.

나이지리아 남성 2명과 말레이시아 여성 1명으로 구성된 이들은 SNS을 통해 여성들을 대상으로 “당신을 알게 되어 좋다” “결혼하고 싶다”와 같은 달콤한 말로 유혹한 뒤, “사정이 좀 어려우니 도와달라”는 수법으로 돈을 가로챘다.

피해자 대부분은 말레이시아 여성으로 싱가포르, 베트남, 홍콩, 심지어 미국과 호주 출신의 여성도 일부 포함돼 있다.

이번 사건에 대해 로슬란 와히드 연방상업범죄조사국(CCID) 부국장은 “최근 아프리카 출신 사기단의 범행이 눈에 띄게 증가하고 있지만 관련 범죄를 소탕하기 쉽지 않다”며 “피해자들도 쉽게 유혹에 빠진 데 대해 어느 정도 책임이 있다”고 전했다.

그는 “이번 사기행각은 나이지리아 남성의 주도 하에 철저하게 이뤄졌으며, 경찰은 잠복 수사를 통해 관련 용의자를 체포한 상태”라고 덧붙였다.

수사 과정에서 경찰은 용의자의 페이스북 계정에서 많은 여성들의 이름을 적어 놓은 기록을 발견했으며, 이는 피해자를 추적하는데 도움이 되고 있다.

모하마드 카말루딘 말레이시아국립대(UKM) 범죄학 교수는 이에 대해 “피해자들은 남성에게 사랑 받고 있다는 사실에 기뻐하며, 이 남성과의 연인관계를 확고히 증명하기 위해 거액의 돈을 기꺼이 지불한 것으로 보인다”고 분석했다.

카말루딘 교수는 “언론이 관련 사기 행각에 대해 수차례 경고함에도 여전히 많은 피해자들이 나타나고 있다. 특히 이번 사건은 용의자가 의심을 사지 않기 위해 중개인이 피해자에게 먼저 페이스북 메시지를 보내게 한 뒤, 중개인의 가족을 소개받는 형태로 진행했기 때문에 더욱 많은 피해자가 발생했다”고 밝혔다.

현재 말레이시아 경찰은 전국민을 대상으로 “사기 피해를 줄이기 위해 SNS를 통해 접근해 오는 사람을 쉽게 믿지 말라”고 당부하고 있다.

리 람 떼 말레이시아범죄예방협회(MCPF) 부의장은 “사기 피해자 대부분은 여성이지만, 남성도 예외는 아니기 때문에 성별 상관없이 모두 주의 할 필요가 있다”고 전했다.

한편 말레이시아 여성가족부는 향후 피해를 최대한 줄이기 위한 특별 프로그램을 경찰과 협력해 운영할 계획이다.

로하니 압둘 카림 여성가족부 장관은 “프로그램 참가자들은 온라인 상에서 낯선 사람이 접근해오는 경우, 합리적인 상황판단을 통해 대처할 수 있도록 교육을 받을 예정이다. 뿐만 아니라 관련 법률도 교육하며, 추후 상담도 할 수 있도록 할 예정”이라고 설명했다.

Love scam syndicate profited USD4.8 million in 70 days

The Love Scam Syndicate championed by some African men particularly from Nigeria had made an aggressive move this year with 407 females became their victims within 70 days.

The 407 females became the syndicate’s victims starting January 2016 until to date, thus accumulating losses amounting to RM19.2 million (USD 4.8 million). The victims were from Malaysia which made up 99 percent from the total and the rest were citizens from Singapore, Vietnam, Hong Kong, United States of America (USA) and Australia.

Assistant Director, Investigation Operations, Commercial Crime Investigation Department, (CCID) Bukit Aman, Senior Assistant Commissioner, Roslan Abd. Wahid said, the police had difficulties in curbing the crime as the syndicate from Africa had grown into smaller new groups in the country.

Apart from that, he said, the victims’ attitude was also to be blamed as they were too easily taken in by sweet talks and persuasions and thus allowing themselves to be cheated easily even though a lot of advices and reminders had been released by the enforcement units.

“The CCID recently defeated the Love Scam Syndicate which had cheated 13 local females involving a sum of RM400,000,” he said.

He said, the syndicate which was led by Nigerians had been operating in the country since last year, and was finally defeated after six individuals including two Malaysian women were nabbed in two separate police ambush.

In the ambush, police found a book with a list of females’ names as acquaintances in the suspects’ Facebook before setting a trap on them.

“To the ladies, I would like all of you to think far ahead and not to be too nice to help an acquaintance who have financial problem in the social media. If you are not careful you will be the victim of Love Scam Syndicate and so on,” he reiterated.

Criminology Specialist from the National University of Malaysia (UKM), Dr. Mohammad Rahim Kamaluddin said, the victim who feels very lucky to have been chosen to know “the man” usually will be happy to release millions of Ringgit in order to get a special prize as a proof to their relationship.

“Even though the media had alerted several times on the syndicate’s activities but still many were cheated,” he said to Utusan Malaysia recently.

He added, to convince the victim, the suspect’s partner will send a message and pretend to introduce himself to the victim as if he is a close relative to the man (suspect).

“In fact he will tell the victim that the man is very happy to get to know her and is sincere to marry her,” he added.

Even though The Love Scam Syndicate’s victims are mostly females but males are not exempted, said the Vice Chairman of the Malaysia Crime Prevention Foundation (MCPF), Lee Lam Thye.

He then advised the people not to trust easily new acquaintances and the offers they made.

Meanwhile the Ministry of Women,Family and Community Development will launch a Legal Literacy Awareness Programme following the rising numbers of Love Scam victims.

The minister, Rohani Abdul Karim said, the ministry will cooperate with the police to help curb the crime involving local females as victims of the syndicate.

“Participants in the programme will be taught on how to understand and act rationally towards an individual who tries to take advantage by “charming” the ladies through the social media” she said.

She added, the ministry will also expose several aspects on psychology and the “modus operandi” used by the cyber criminals to manipulate and cheat the ladies with the aim to get money easily.

The programme implemented will be using the counselling and psychology approach as well as teaching the community to be aware and knowledgeable in the related laws. By Norila Mohd. Daud, Senior Journalist, Malaysia
