코로나19가 인도에 던져준 ‘과제’와 ‘선물’

[아시아엔=프라모드 마투 <아시아엔> 인도 지사장, 스폿필름 대표] 2020년 3월 26일, 화상으로 G20 정상회의가 소집되었다. 코로나19의 대유행으로 야기된 도전에 대해 토론하고 조정된 국제적 대응책을 마련하기 위해서였다. 앞서 나렌드라 모디 인도 총리는 이 문제에 대해 사우디 왕세자와 전화통화를 했다.

G20 정상회의가 특별했던 이유는 바로 코로나19로 발생한 문제를 다루기 위해 G20 정상들뿐만 아니라 각국의 재정부 장관과 중앙은행 총재들까지 함께 머리를 맞댔다는 점이다.

모디 총리는 이번 회의에서 “‘세계화’란 용어에 대한 정의를 다시 정할 것”을 촉구했다. 그는 “소수 사람들의 이익에 균형을 맞추기보다는 모든 사람들의 이익에 초점을 맞추라”고 강조했다.

모디 총리는 “우리들의 비전은 경제적 목표보다 세계 번영과 협력에 초점을 맞춰 인간의 생명을 보호해야 하는 것”이라고 밝혔다.

이번 회담에서 G20 회원국 정상들은 코로나 바이러스를 제압하고 인간을 지키기 위한 모든 필요한 조치를 취하는 것에 동의했다. 세계보건기구(WHO)가 범세계적 유행병에 맞서는 의료지원 시스템 구축을 위한 권한 강화에 지지를 보냈다.

각국 정상들은 또 △세계경제의 성장률 회복 △시장의 안정 및 탄력성을 제고 등에 주력하기로 의견을 함께 했다. 이들은 이와 함께 코로나 유행병으로 발생한 경제적·사회적 비용을 최소화하기 위해 가능한 모든 정책 수단을 사용하기로 약속했다.

이를 위해 G20 회원국들은 세계경제에 5조 달러 이상의 자금을 투입할 방침이다. 그리고 이들은 세계보건기구가 주도하는 코로나19 연대대응기금에도 예산을 지원하기로 합의했다.

필자가 모국인 인도는 4월 20일 기준으로, 코로나19 확진자가 1만6000명, 사망자가 500명을 넘었다.

인도 중앙정부는 빈곤층 지원을 위해 4000만달러 규모의 재정정책을 발표했지만, 상황은 점점 더 심각해지고 있다. 마하라수트라와 케랄라 지역은 인도에서 가장 많은 확진자가 보고되고 있다. 델리, 구자라트, 라자스단, 우타르프라데시 주(州) 등이 뒤를 잇고 있다.

물론 아직까지 인도 전체 인구 및 인구밀도에 비추어볼 때 경미한 정도이긴 하다.

코로나사태가 지속되면서 각국 지도자들이 짊어져야 할 책임은 계속 늘어나고 있다. 대부분 국가에서는 국민들에게 실내에 머물며, 사회적 거리두기를 권고하고 있다. 하지만 의료시설은 환자를 감당할 수 없는 정도로 수용력 한계에 다다른 상태다.

인도의 모디 총리는 지역사회 감염확산을 막기 위한 3주간의 도시봉쇄령을 발표했다. 3단계 감염인 ‘집단감염’ 여부에 대해서 정부는 “아직 ‘정확한 증거’는 없다”면서도 감염 확산을 우려하고 있다.

이번 코로나19 사태가 사회에 끼친 영향에 대해 곰곰이 생각해 본다. 필자는 이 사태가 그동안 우리 사회를 둘러싼 소비주의, 물질주의, 그리고 자본주의의 뿌리를 송두리째 뒤흔들고 있다고 본다.

우리가 아무리 많은 가처분소득을 가지고 있을 지라도, 또 우리가 아무리 값 비싼 아파트나 자동차를 소유할 지라도도 코로나사태 와중에 이들 모두는 한낱 불필요한 것에 불과하다. 코로나바이러스로 인해 전 세계 모든 인류는 부와 권력 명예 앞에 동등한 존재가 되어가고 있다고 필자는 본다.

코로나 유행병은 우리들로 하여금 자녀와, 부모와, 친구와 친척 등 그동안 당연히 여겨왔던 관계망에 있던 사람들의 안위와 건강에 대해 좀더 관심을 갖게 만들었다.

이 바이러스는 우리들에게 증오, 기만, 질투심을 버리고 서로 사랑하고, 위로하며, 걱정을 나누는 가정같은 삶으로 돌아가도록 강제하는 듯하다.

“우리가 우리 자신이 되는 것”이야말로, 지난 기나긴 세월 동안 우리 인류가 놓치고 있었지만, 이제부터 다시 꼭 배워야 하는 교훈이라고 나는 생각한다.

우리 자신 스스로를 되돌아보고, 이 중요한 시점으로부터 무엇을 배울 수 있는지 한번 깊이 생각해보자. 그리고 바쁜 일상으로부터 빠져나와 천천히 생각해보는 시간을 가져보자.<번역 김동연 인턴기자>

COVID-19 PANDEMIC AND INDIA

An Extraordinary Virtual G20 Leaders’ Summit was convened yesterday on 26 March 2020. The aim was to discuss challenges posed by the COVID-19 pandemic and forge a coordinated global response. Earlier, Prime Minister Modi had a telephonic conversation with the Chair, The Crown Prince of Saudi Arabia on this subject.

The extraordinary G20 Summit was a culmination of the Finance Ministers and Central Bank Governors Meeting and G20 Sherpas Meeting on the COVID-19 pandemic.

Prime Minister Narendra Modi on Thursday urged the G-20 group of developed and developing countries to rework the definition of globalization. He emphasised to focus on the collective interests of all people rather than balance the competing individual interests of a few.

The recommendations made by Modi included “putting human beings rather than economic targets at the centre of our visions of global prosperity and cooperation”.

At the meeting, G20 Leaders agreed to take all necessary measures to contain the pandemic and protect people. They also supported strengthening of the WHO’s mandate in the fight against pandemics, including medical delivery systems.

Leaders also committed to use all available policy tools to minimize the economic and social cost of the pandemic. With a pledge to restore global growth, market stability and strengthening resilience. Towards this, G20 countries will inject over 5 trillion USD into the global economy. Leaders also agreed to contribute to the WHO led COVID-19 Solidarity Response Fund on a voluntary basis.

As I write this piece, in India, the total number of Coronavirus COVID-19 active cases has crossed 16,000 and the death toll stands at 500 on April 20.

With an aim to help mitigate the needs of poor people, the central government has announced a Rs 1.70 lakh crore financial package. The maximum number of coronavirus positive cases have been reported from Kerala and Maharashtra. Delhi, Gujarat, Rajasthan and Uttar Pradesh have over 30 cases.

Compared to the global figures, these statistics are considered negligible in view of the density and size of population in India.

The responsibilities of the heads of state across the world have mounted. Most world leaders are struggling to find ways to stop the spread by advising people to keep indoors and maintain a safe distance from others. The medical facilities are stretched to the limits.

The Prime Minister of India has already addressed the nation twice in two weeks. India has been put under complete lockdown for 21 days to limit and control community spread. The Modi government has also allayed fears saying that there was no “hard evidence” to state that stage-3 of Coronavirus has begun in India yet.

Coming to think of this whole Corona pandemic across almost all societies and cultures, I think, it is hitting at the very roots of consumerism, materialism and capitalism.

However much disposable income we may have, whichever expensive apartment or car we may possess, it is all redundant for the moment. Coronavirus pandemic has become an equaliser of all humans across the world.

The pandemic is forcing humans to closely and quietly glance at the relationships that one took for granted…children, parents, grandparents, spouses and dear friends & relatives.

It is forcing humans to revert to a normal family life…be loving, compassionate and caring. Shun hatred, deceit, envy and jealousy.

For a long time, this is the lesson we humans needed to learn… to be by ourselves.

Let us step back, contemplate and learn what TIME is trying to teach us. Slow Down and get over with the Busy-ness.
