1100만 시리아 난민 문제 해결 없인 세계평화 ‘요원’

Editor’s Note – 2010년 말 튀니지에서 시작된 ‘아랍의 봄’ 이후, 민주화 열기는 인근의 중동, 아랍국가들로 번졌습니다. 이들 중 민주화에 성공한 국가도 있지만 실패한 국가도 있습니다. 안타깝게도 시리아는 민주화 운동을 무력으로 진압하려던 정부군과 이에 맞서는 반정부군의 충돌이 심화되면서 내전이 발발해 수많은 사람들이 삶의 터전을 잃었습니다. 유엔난민기구(UNHCR)에 따르면 2017년 3월 기준 시리아 내에서 방황하고 있는 국내 난민이 630만명, 시리아를 탈출해 인접국을 배회하는 국외 난민이 500만명에 이른다고 합니다. 인접국 중 가장 많은 시리아 난민을 받아들인 국가는 터키로 그 수가 약 300만에 이릅니다. <아시아엔>은 터키 현지에서 수년간 난민 문제를 지켜본 파티마 수라 바흐시 <하베르 아잔다 매거진>의 기자의 글을 독자여러분께 전합니다.

[아시아엔=파티마 수라 바흐시 터키 <하베르 아잔다 매거진> 기자] 2010년 시작된 ‘아랍의 봄’은 시리아에도 지대한 영향을 미쳤다. 다른 아랍 국가들처럼 시리아에서도 정권반대 시위가 열렸으나, 불행히도 이는 시리아를 삽시간에 전쟁터로 만들었다.

이 과정에서 시리아와 인근 지역 주민들은 불안정한 정세 속에 떨었고, 급기야 내전으로 인해 수백만 시리아 국민들이 국외로 피난 가기 시작했다. 이들은 터키 등 주변국들을 향해 피난길에 올랐으나, 국제사회는 이에 대한 뚜렷한 해답을 내놓지 못하면서 상황은 갈수록 악화하고 있다. 앞으로 수년간 이 상황은 지속될 전망이다.

‘이주’의 사전적 의미는 개인이나 집단이 정치·경제·사회적 이유로 삶의 터전을 옮기는 것을 말한다. 유엔의 정의에 따르면 이주란 “자신의 국가를 떠나 다른 곳에서 영구적으로 정착하는 것, 다시 말해 거주지를 바꾸는 것”을 뜻한다. 국제 이주는 타 문화와의 융합을 가져오기는 순기능을 발휘할 때도 있지만, 때로는 문화적 충돌을 야기하기도 한다. 난민을 받아들인 나라에서는 자국민의 안전 및 경제·사회·문화에 영향을 받을 수밖에 없기 때문이다.

특히나 시리아 난민 문제는 국제사회에 큰 반향을 일으켰다. 터키는 유럽연합 국가들이 시리아 난민에 대한 혐오와 난민을 추방하는 정책에 대해 ‘반인류적인 처사’라고 비판하고 있는 상황이며, 터키와 유럽연합은 이 문제로 인해 갈등을 겪기도 했다.

UN 자료에 따르면 터키는 세계 어느 국가보다 가장 많은 시리아 난민을 받아들였다. 시리아 내전 이후 300만명의 시리아인이 터키를 찾아왔다. 이에 터키는 이들 시리아인들을 모두 받아들이고, 그들에게 임시보호자 신분을 부여했다. 또한 국경지역에 안전지대를 만들어 시리아 난민이 안전하게 돌아갈 수 있게끔 편의를 제공할 것을 국제사회에 제안하기도 했다. 그러나 시리아 내전이 언제 끝날 지 모르는 불확실한 상황 속에 터키가 제안한 안전지대는 오랫동안 받아들여지지 않았다.

지금도 시리아 내전이 계속되고 있는 가운데 반 정부군이 도시 지역을 공격하며 더 많은 난민들이 주변국을 헤메이고 있다. 그러나 유럽연합 국가들이 난민들에게 문을 걸어 잠근 채 이들의 접근을 막고 있으며, 이미 이주해온 난민들에게 무차별한 폭력과 모욕을 가할 뿐이다.

시리아 난민 문제는 이웃 국가들이 함께 풀어야할 공동의 책임이라는 것이 국제사회의 일반적인 인식이다. 하지만 이를 더 넓은 범위로 확장해, 더 많은 국가들이 함께 해결방안을 모색해야 한다. 시리아 난민과 직접적인 연관이 있는 터키는 난민 문제를 국제적으로 공론화해 접근하자고 제안하고 있다. 하지만 이 문제를 해결할 수 있는 구체적이고 실질적인 대안은 여전히 없는 상태다. 터키나 여타 국가가 난민을 수용하는 것은 인도적인 지원이 될 수 있으나 근본적이며 장기적인 대안이 될 수는 없다. 단기적으로 난민을 수용하는 것도 지역간 혹은 국제적인 위기와 갈등을 야기하고 있어 좋은 대책이라 볼 수 없다.

난민 뿐만 아니라 난민을 받아들인 나라를 향해 온갖 협박과 비난이 이어지는 상황이지만, 난민문제는 기본적으로 인도주의 차원의 이슈임에 틀림없다. 이 문제를 해결하기 위해서는 국제사회가 이해타산을 따지기 보단 인류애와 평화정신으로 접근해야 한다. 어느 국가가 총대를 메고 이 문제를 주도적으로 해결해 나갈 수 있을까? 난민이 줄어들고 세계에 평화가 깃들날은 과연 언제나 찾아올 것인가?

Refugee Crisis in Syria and its Repercussions on International Relations

Arab Spring, which started in 2010 and still has prolonged effects, has also penetrated Syria and protests against the regime have turned into a war in a short time. This process has resulted in instability and obscurity both in Syria and in the region. The war in Syria has led to millions of Syrians to take refuge in different countries. Undoubtedly, Turkey is one of those main countries. Failure to find an international solution to the current crisis in Syria prognosticates that stability will not be assured for many years and the refugee issue that has world-wide effects will grow. In this paper, we will analyze the refugee issue in terms of International Relations and the situation of Syrian refugees in this respect.

Migration, in its simplest definition, is a movement of changing location individually or en masse due to political, economic and social reasons. According to UN definition, migration means the permanent resettlement of a person in a different place than his/her country of origin and, hence, change of habitation. Growing communication facilities and increasing awareness going hand in hand with the globalization, and political, economic and social crises in the international sphere have facilitated the international migration. Growing migratory movements lead to changing borders and commingling of different cultures. However, this situation has also led to the problem of clash of cultures.

The issue of international migration, in other words, refugee issue has been going on throughout history and, hence, has become one of the major issues of International Relations. Within the context of International Relations, refugees influence the host countries in terms of security, economy, social and cultural dimensions; in fact, they are recognized as an IR actor.

Today, the situation of Syrian refugees has become an important issue in the IR debates. This debate has led to a confrontation especially between the EU states and Turkey. Turkey has reacted against the xenophobic attitudes (hostility against foreigners) of the EU states towards Syrian refugees and inhumane treatment towards Syrians such as deportation. According to UN data, Turkey is the country hosting the largest number of refugees in the world. Approximately 3 million Syrians have sought refuge in Turkey after the war started. Turkey has accepted all the Syrians in this tough process and granted them Temporary Protection Status.

Nonetheless, together with the refugee crisis, concerns have risen in the Western states and they have wanted to benefit from Turkey, with which they have broken off relations in many respects, as a solution partner in this matter. Turkey, on the other hand, aims at providing safe return for the Syrian refugees by building safety zones at the border. Due to the uncertainty of the war in Syria, Turkey’s suggestion for safety zone was not accepted for a long time. However, as a result of Western States’ direct confrontation with the refugee crisis, this issue has been put in the agenda yet again. Turkey is still exposed to population movements and flows of migration due to its strategic location that stands at the transition point of the Syrians.

Use of conventional weapons in the battles, in other words, shifting war fronts to the urban areas and targeting civilians have led to increases in the migratory flows. Moreover, countries that have been affected by Arab Spring and the civil war in Syria have accelerated the movement of migration to the neighboring countries. An international perception has been created assuming that Syria-originated refugee issue is a sole responsibility of neighboring countries. Yet, all the states which are parties to the international system should focus on the issue and take permanent actions for its solution. Even though the European states’ closing their doors to the refugees; refugees’ being subject to violence and humiliation in cities; and Turkey’s reaction to all these occurrences have internationalized the refugee issue, no concrete and well-intentioned steps have been taken to find a solution. In this context, steps must be taken to ensure that the Syrians are sheltered in secure areas within Syria. Approaches such as hosting refugees in Turkey or in other countries are not long-term. Short-term refugee settlement solutions are also likely to lead to regional and international crises and conflicts because of the various threats to countries accepting refugees.

Although a massive refugee flow or migratory movement poses some threats for the host country, refugee issue is primarily a humanitarian issue. In order to solve this humanitarian issue, global and regional actors should leave their conflicts of interests aside and meet at a human-oriented and peace-driven point. We will be waiting with great hope and curiosity about which country this test will be successful. Finally, I wish that the number of people displaced on the earth will decrease and that peace will prevail in the world.
