방글라데시 ‘논란의 중심’ 공직할당제, 학생 시위에서 정쟁 갈등으로

[아시아엔=차팔 바샤르, 아시아기자협회 방글라데시 지부장] 셰이크 하시나 방글라데시 총리가 지난 16일 수도 다카 등에서 발생한 ‘공직할당제’(Quota) 반대 시위로 6명이 사망한데 대해 엄밀히 조사할 것이라 밝혔다. 지난 7월 1일 일부 대학생들은 방글라데시 정부의 공직할당제 폐지를 요구하며 시위에 나선 바 있다. 시위대의 폭력이 캠퍼스 안팎으로 확산되자 정부는 대학교를 포함한 정부의 모든 교육 기관에 폐쇄 명령을 내리기도 했다.

공직할당제 추진 여부에 대한 최종 판결이 방글라데시 대법원의 손으로 넘어간 가운데 하시나 총리는 “대법원의 판결이 개혁을 요구하는 학생들을 실망시키지 않길 바란다”고 밝혔다. 총리는 사망자들에 대한 애도를 표하며 유가족 지원을 약속하는 한편 대국민 연설을 통해 공직할당제 반대라는 명분을 앞세워 혼란과 파괴를 조장한 이들은 응당한 처벌을 받을 것이라 강조했다.

방글라데시의 뜨거운 감자로 떠오른 공직할당제는 1971년 12월 파키스탄으로부터 독립한 직후 도입됐다. 당시 방글라데시 정부는 독립유공자들을 위해 정부 일자리의 30%를 할당하기로 결정했다. 10%는 여성들을, 또다른 10%는 원주민과 낙후된 공동체를 위해 할당됐다. 또한 신체 장애가 있지만 국가적 공로가 있는 이들을 위한 5% 또한 보장됐다. 물론 이 범위에 포함된 인원들도 공공서비스위원회(PSC)의 시험을 통과해야만 했다. 이는 해방 이후 독립전쟁을 겪은 국가의 재건을 위해서 반드시 필요한 제도였다.

그러나 독립 53년이 지난 지금, ‘공직의 과반 이상이 특정 집단에 할당돼야만 하는가’에 대해선 의문이 뒤따른다. 권위 있는 소식통에 따르면 셰이크 하시나 총리는 공직할당제 개혁과 비율 조정에 대한 필요성을 인식하고 있다고 한다. 총리는 헌법상의 절차로 인해 이 문제를 방글라데시 최고 사법기관인 대법원에 회부한 상태이며, 그에 따른 판결은 8월 7일경 나올 전망이다.

하시나 총리는 “(공직할당제에 대한) 대법원의 판결까지 기다려 달라”고 당부했으나, 반대파 학생 집단은 정부의 즉각적인 결단을 요구하고 나섰다. 야권인 방글라데시 민족주의당(BNP)과 자마트 (Jamaat)도 공개적으로 학생들을 지지하며 상황은 악화되고 있다.

학생들로부터 촉발된 공직할당제 반대 시위가 정부와 야당의 갈등으로 확대될 조짐을 보이고 있다. 4번의 임기 동안 15년간 방글라데시의 총리로 집권해온 셰이크 하시나가 커다란 정치적 도전과 마주하고 있다.

Bangladesh’s Quota system, from student protests to political conflict

DHAKA, 17 July: Bangladesh prime minister Sheikh Hasina announced that a judicial inquiry will be conducted into the unfortunate deaths of six persons on Tuesday (16 July) during anti-quota agitations in Dhaka city and two other places in the country.

A section of students has been agitating since July 01 demanding abolition of quota system in government jobs. As the violence by agitators spread in and around campuses, the government closed down all educational institutions including universities all over the country. The residential students were asked to vacate dormitories by Wednesday evening. Most of the residential students left the dormitories while others were found preparing to leave.

She reiterated that the quota issue has been referred to the Supreme Court for a decision and urged the students to wait until the verdict of the highest court of the country. Hasina expressed her hope that the Supreme Court verdict will not disappoint the students agitating for quota reform.

The PM expressed her grief for the deaths of six persons that included five students. She assured all help and assistance for the families of those who died during the clashes on Tuesday.

The prime minister addressed the nation through TV and radio this evening. In her 8-minute speech, Sheikh Hasina warned those who are engaged in anarchy and vandalism in the name of quota-abolition movement. “They will be duly punished “, she reaffirmed.

Meanwhile, main opposition Bangladesh Nationalist Party (BNP) openly declared its support for agitating students while fundamentalist Jamaat e Islami is with BNP with all its strength.

Quota system in Bangladesh government service was introduced soon after country’s independence in December 1971. The then government had decided to reserve 30% government jobs for the freedom fighters (FF) who fought for country’s independence. Another 10% was reserved for women while 10% were kept for indigenous and backward communities of the country. Some 5% quota were reserved for physically disabled but meritorious candidates. However, all candidates under quota facilities would have to pass the examinations under Public Service Commission (PSC). Such quota system was essential for war-ravaged country after independence.

Now, after 53 years of independence, questions have been raised if so much quota is still essential. According to authoritative sources, PM Sheikh Hasina realizes the necessity of quota reform and reduce quota substantially to facilitate jobs for others. She has referred the issue to country’s highest judicial body Supreme Court for constitutional reasons.

The Supreme Court’s verdict on quota issue is expected on August 07. Hasina urged all to wait until then, but the anti-quota students started agitation as they want immediate announcement from the government. Situation is deteriorating as the opposition BNP and Jamaat are supporting agitators openly.

The quota movement of students is now heading towards a political conflict between the government and opposition, it is apprehended. In such a situation, Sheikh Hasina is now facing a big challenge during her 15 years’ rule.
