[특별기고] 새 국면 맞은 IS 사태···극단주의 ‘지하드’ 맞서 이슬람 ‘중도’ 강조해야

[아시아엔=노릴라 다우드 전 CAJ 회장·번역 최정아 기자] 시리아 전쟁은 단순한 내전이 아닌 복잡다단한 정치게임으로 빚어졌다. 수니파 극단주의 무장단체 이슬람국가(IS) 최고지도자 아부 바크르 알바그다디는 2013년 4월 시리아 내전이 시작된 이후 정치, 경제적 이득을 보았으며 아랍 지역에 심대한 안보불안을 불러 일으켰다. 이들은 중동의 불안정한 정세를 이용해 IS 대원들로 하여금 ‘지하드’(jihad)를 자행하게 만들어 국제사회의 이목을 집중시켜왔다.

‘지하드’란 단어가 IS에 의해 정치적 프로파간다로 악용되고 있는 것은 무슬림 사회의 책임도 있다. 많은 이슬람 신학자들도 울라마(이슬람 법·신학 지도자)가 IS 세력확장을 막는데 실패했다는데 동의하고 있다. IS가 이슬람 교리를 왜곡하고 있다는 점을 강하게 비판하지 않았기 때문이다. 그럼에도 이슬람 국가들은 IS에 대처하기 위한 공조에 적극 나서지 않았다. 이로 인해 무슬림에 대한 오해와 편견이 확장됐다.

이러한 ‘극단주의’ 교리에 적절히 대응하고 있는 국가가 바로 말레이시아다. 말레이시아 정부는 ‘중도’를 강조하며 외국인 대원을 끌어들이려 하는 IS 극단주의 교리에 맞대응하고 있다. 이처럼 무력충돌을 피한 채 IS의 세력확장을 막는 대처방식은 매우 좋은 방안이라 할 수 있다. 문제는 다른 무슬림 국가들이 말레이시아처럼 극단주의 교리에 대응하고 있느냐다. IS는 아랍지역뿐만 아니라 유럽과 동남아까지 테러를 자행하며 그 영향력을 뻗치고 있다. 현재 전세계엔 3만여 IS 대원들이 암약하고 있다.

이슬람회의기구(Organization of the Islamic Conference, OIC) 비동맹 운동(Non-Aligned Movement, NAM), 아세안(ASEAN) 등 국제기구들은 IS 극단주의 교리에 맞서기 위해 머리를 맞대야 한다. 개별국가 정부들도 국가간 공조를 통해 IS를 저지해야 한다.

전문가들은 이번 테러로 IS의 유럽 침공이 새로운 국면을 맞이했다고 분석한다. 이는 지난해 11월 파리 테러와도 연관돼 있다.

아직까지도 프랑스 정부가 테러 배후를 수사하고 있으나, 불과 며칠전 브뤼셀에서 또다른 테러가 발생했다. 지난 프랑스 테러 며칠 후 브뤼셀 근처의 한 아파트에서 테러 주범으로 지목 받던 용의자를 검거했다는 사실도 간과해선 안된다. 이는 잠재적 테러범이 유럽 곳곳에 숨어있으며, 지엽적인 체포작전으론 IS의 씨를 말릴 수 없다는 것을 의미하기 때문이다.

IS uses “jihad” to fulfill their agendas

EVEN though the civil war in Syria is regarded by many people as an internal conflict but it involves the intervention of two big powers in support of the two parties in the power struggle.

The Islamic State (IS) has taken the advantage of the war in Syria and the instability in the Arab region to form Islamic State of Iraq and its captured areas or Islamic States of Iraq and Syria by Abu Bakr al-Baghdad on April 2013.

IS had managed to use the political instability in the Arab region as a platform to offer the chances of doing “jihad” which had also won the attention of various countries in the world today.

Besides that, the existence of IS and its threat to the world today is also due to the failure of the Islamic States and the Muslims as a whole to put effort and concentration on the understanding and the practices of Islam that are considered not clear or vague.

The word “jihad’ for example was misunderstood and had enabled the IS to manipulate and used it according to their interests, needs and agendas.

Opinions laid by Prof. Dr. Yusuf Al-Qaradawi, Dr. Ibrahim Najm who are advisers to the Egypt Mufti, Prof. Dr. Ahmad al-Raysuni who is also the expert of Maqasid Syariah from Morocco and Syeikh Rashid Ghannoushi who is the Chairman of the Nahdah Movement and also the member of the World Ulama’ Advisers Union apart from many statements released by other Muslim ulamas who have rejected the struggle of IS but all the efforts have failed to stop the IS movements.

The failure is due to the fact that the Muslim communities, governments and also the Islamic States do not emphasise seriously on the vague segments of the Islamic teachings as a whole, thus giving way for it to be misunderstood.

The other aspect is that Islamic States have failed to be united to suppress the IS and the impact is that Islamic States remain in turmoil and facing many problems and threatening issues which will later weaken them.

Malaysians effort to promote moderation in Islam (Islam Moderate) is a perfect idea to make it as an asset in fighting against the IS. This is because to fight the IS does not only need the military and the enforcement but it also needs to have a non military approach.

The question is whether other Islamic countries are giving any attention or seriously implementing what Malaysia is doing? Most Islamic countries and governments fail to give any attention to the IS threats. IS influence has spread with 30,000 members coming from all over the world.

The Islamic States remain in status quos meanwhile IS has spread not only in the Arab region but also to Europe. They made several attacks in Asia including South East Asia.

Organizations like the OIC, NAM, ASEAN and so forth should take the threats of IS as an important aspect in their discussions on safety and the international safety. Bilateral efforts between government to government should be made as a channel to ensure the IS as a threat can be eliminated.

The recent incident in Brussels, Belgium where 34 people were killed due to three bombs blasted in two strategic areas namely the Zaventem International Airport and the Maelbeek Metro Station on Tuesday was allegedly done by the IS militant group.

Some experts defined this incident as a new phase of IS attacks in Europe. This is due to the Paris attack which happened in November 2015.

While the French government is still investigating the persons responsible behind the attack, another attack occurred in Brussels, just a few days after the main Paris attack suspect, Salah Abdeslam,26, was caught in an apartment in a police ambush near Brussels.
