인도 영유아 61명 아동병원서 사망···의사 1인당 하루환자 500명 ‘인력난’?

[아시아엔=라훌 아이자즈 기자] 인도 오리사주(州) 쿠타크의 한 아동병원에서 지난 2주간 영유아 61명이 사망하는 사고가 발생했다. 이에 정부의 면밀한 조사를 요구하는 시민들의 항의가 빗발치고 있다.

이번 사건으로 인도 공중보건체계의 취약성이 재조명되고 있다. 그동안 인도 정부는 부족한 병원 수와 인력난 해결을 위해 지속적인 노력을 기울였으나 번번히 실패했다.

특히 위생이 제대로 관리되지 않는 빈민촌과 마을에서는 의료피해를 입는 사례가 급증하고 있다. 뿐만 아니라 인도 전역에 걸쳐 발생하는 의료사고 역시 잦은 실정이다.

아타누 나약 인도 보건복지부 장관은 “해당 병원과 피해를 입은 아동 자택을 수사했으며 병원 관계자 5명이 집행유예를 선고 받았다”고 밝혔다.

사건 발생 후, 나렌드라 모디 인도 총리가 속한 인도국민당(BJP)을 포함한 여당 의원들은 오리사주(州) 전역의 국립병원 앞에서 정부에 항의하는 슬로건을 내걸고 깃발을 휘두르는 등 격렬한 시위를 벌이기도 했다.?오리사주는 BJP가 대부분인 타 지역과는 달리 야당에 속한 지역이다.

사미르 모한티 BJP 의원은 “이렇게 많은 아이들이 죽었는데도 수상이 해당 병원을 방문하지 않고 있다”며 분노를 드러냈다.

한편 나약 장관은 초기 수사 결과에 대해 “직원들이 제대로 업무 수칙을 지키지 않아 사고가 발생한 것으로 보인다”고 밝혔다. 하지만 사고원인에 대한 자세한 언급은 피했다.

반면 해당 병원 의사들은 사고원인이 업무 태만이 아닌 시설 노후 탓이라고 주장하고 있다.

니란잔 모한티 병원 관계자는 “그동안 업무 과중에 시달리고 있었다”며 “하루에만 500명의 환자를 돌봤으며 위독한 어린이 환자 50명을 추가로 받기도 했다”고 전했다.

지난해 인도 5세 미만 아동 100만명이 병원에서 목숨을 잃었다. 또한 임산부 5만명이 사망했으며 피임시술을 받은 여성 13명이 숨지는 사고도 있었다. 번역?김아람 인턴기자

 

61 infants died at Indian hospital in 2 weeks

Sixty-one infants have died at a children’s hospital in Cuttack, India in just two weeks, sparking protests and forcing the state government to launch an investigation.

The deaths highlight the challenges faced in India’s underfunded public health system, where successive governments have failed to address the acute shortage of staff and clinics.

Those problems are increased by the stark poverty and poor sanitary conditions in many villages. Cases of substandard medical treatment are also regularly reported throughout the country.

According to state health minister Atanu S. Nayak, a criminal investigation is being carried out at the Shishu Bhawan, or Children’s Home, in the city of Cuttack in eastern Odisha. Five workers have been suspended.

Opposition parties, including Prime Minister Narendra Modi’s Bharatiya Janata Party (BJP), staged protests outside several government hospitals across Odisha, waving flags and shouting slogans against state government officials.

“Infants have died but the chief minister has yet to visit the hospital,” said Samir Mohanty, one of the BJP protesters.

“A preliminary inquiry found (the staff) had neglected their duty that contributed to the deaths,” state’s health minister Nayak said, without elaborating on the causes of death.

Doctors at the hospital blamed the deaths on overstrained facilities, not negligence of the staff.

Niranjan Mohanty, a senior official at the hospital, said it was overburdened, admitting up to 50 critically ill children and treating up to 500 patients daily.

Last year, at least 13 women died after being sterilized in central India. In 2013, more than one million children died before the age of five and 50,000 maternal deaths were recorded.

India is the world’s second most populous country after China.
