[아시아엔=나시르 아이자즈 <아시아엔> 파키스탄 지부장] 파키스탄은 7일 중국, 아프가니스탄, 파키스탄 3국간 제3차 외무장관 회담을 개최했다.
이번 3국간 외무장관 회담에서는 상호무역, 보복테러 행위 및 아프가니스탄의 18년 내전 종전에 대한 논의가 있었다.
이들 3국간 외무장관 회담은 2년 전 창설되었다. 그동안 두차례 회의는 중국의 베이징과 아프간의 수도 카불에서 2017년, 2018년 개최되었다.
파키스탄 외무부는 “중국, 아프간, 파키스탄 세 나라 외무장관들은 경제개발 및 협력에 대해서도 집중 논의할 것”이라고 밝혔다.
샤 마흐무드 쿠레시 파키스탄 외무장관은 이슬라마바드 인근 누르 칸 공군기지에서 살라후딘 라바니 아프가니스탄 외무장관과 왕이 중국 외교부장을 맞이했다.
쿠레시 장관은 “이번 회담이 미국 주도의 아프가니스탄 평화협상과 맞물려 열리는 점에 주목해야 한다”고 말했다. 그는 “지역안보와 국내의 안보가 아프가니스탄전쟁 종전에 달려있다”고 덧붙였다.
그는 “3국의 외무장관 회담이 갖는 의미는 아프가니스탄의 평화와 안전이 확보됨에 따라 이 지역의 경제활동과 교역도 증가하게 될 것”이라고 말했다.
파키스탄 쿠레시 외무장관은 “아프가니스탄이 수십억 달러의 중국-파키스탄 경제회랑과 과다르항에서도 경제적 이득을 얻을 수 있게 될 것”이라며 “아프가니스탄의 평화는 이 지역의 전반적인 발전에 매우 중요하다”고 말했다.
그는 중국과 파키스탄의 우호관계를 언급하면서 “양국간 우정은 오랜 시간을 통해 입증되었다”고 말했다. 그는 인도와의 카슈미르 분쟁 당시 중국이 유엔안전보장이사회에서 파키스탄을 지지해준 데 대해 왕이 외교부장에게 감사를 표했다.
3국 외무장관회담에 앞서 쿠레시 파키스탄 외무장관과 왕이 외교부장은 양국 관계와 협력분야에 대해 의견을 나눴다. 이들은 또 양국 교육협력 양해각서에 서명했다. 이에 따라 중국은 인터넷 학습설비와 스마트스쿨 설립을 지원키로 했다. 외무부에서 열린 서명식에는 파키스탄 고등교육위원회 상임이사와 중국 국제개발협력기구 부의장이 양해각서에 각각 서명했다. <번역 이지후 인턴기자>

Third round of China-Afghanistan-Pakistan dialogue held in Islamabad

Pakistan hosted the third round of China-Afghanistan-Pakistan Trilateral Foreign Ministers’ Dialogue here on Saturday.
The latest round of talks covered trade, counter terrorism and ending Afghanistan’s 18-year war. The forum was established two years ago, and the earlier meetings were held in Beijing and Kabul in 2017 and 2018 respectively.
The Foreign Office said in a statement that the foreign ministers of the three countries will also discuss cooperation in economic development. Foreign Minister Shah Mahmood Qureshi received his Afghan and Chinese counterparts – Mr. Salahuddin Rabbani and Mr. Wang Yi, respectively, at Noor Khan Airbase in Islamabad.
Qureshi, while speaking on the occasion, said that the talks are happening at a key moment in the United States-led effort to negotiate peace in Afghanistan. He added that regional and domestic security will rely on ending the war in Afghanistan.
He termed the trilateral forum as a significant one and said that its importance will further increase with the improvement in peace and security in Afghanistan, as it will open doors of economic activity and trade in the region.
The foreign minister said Afghanistan can also benefit from the multi-billion dollar China-Pakistan Economic Corridor (CPEC) and Gwadar port. He said peace and development in Afghanistan is important for overall regional development.
Talking about China-Pakistan relations, he said that the friendship between the two countries is time-tested. He thanked his Chinese counterpart for Beijing’s support to Pakistan in the UN Security Council after India unilaterally withdrew occupied Kashmir’s autonomous status.
Before the trilateral dialogue, FM Qureshi and his Chinese counterpart held discussions on bilateral relations and cooperation in diverse fields. Earlier in the day, the two sides also signed a memorandum of understanding for educational cooperation between the two countries.
Under the agreement, Beijing will provide e-learning facility and aid the establishment of smart schools in Pakistan. The signing ceremony was held at the Foreign Office. The Higher Education Commission’s executive director and vice chairman of the Chinese International Development Cooperation Agency signed the MoU.
