필리핀 유력 대선후보 매니 파퀴아오 vs 사라 두테르테 공통점과 차이점, 그리고 한계

[아시아엔=알린 페레 필리핀 ‘온타겟미디어콘셉트’ 기자] 지난 10월 1일부터 8일까지 1주일간 진행된 필리핀 대선후보 등록이 마감됐다. 수십 명의 후보들이 대통령 및 부통령으로 입후보 등록하는 장관이 펼쳐졌다. 이들 대다수는 진지한 태도로 임했으나, 찰나의 명성만을 원해 입후보한 이들도 있었다. 필리핀 현지 언론은 이런 행태를 두고 ‘서커스와 같다’고 비판했다.

필리핀 차기 대권을 놓고 두 사람이 치열한 경쟁을 벌일 것으로 전망된다. 지난 몇 달 간 실시된 여론조사들은 매니 파퀴아오 상원의원과 로드리고 두테르테의 딸 사라 두테르테 다바오 시장이 그 주인공들이라 말한다. 사라 두테르테는 지난 8일 마감된 대선후보자 등록에 나서지 않았지만, 필리핀 선거법상 11월 15일까지 후보 교체가 가능하기 때문에 막판 후보자로 등록할 가능성도 상존한다.

왜 이들이 유력후보로 떠오르는지, 왜 필리핀 국민들이 이들을 지지하는지 살펴보자.

전설적인 권투선수에서 정치인으로 변신한 ‘팩맨’ 파퀴아오는 대통령이 되길 갈망한다. 그는 자신의 정치적 야망을 부끄러워하지 않았으며, 하원의원에서 상원의원으로 착실히 계단을 밟으며 전국 무대에 뛰어들었다. 그리고 가장 최근엔 필리핀 대선 입후보 등록까지 마쳤다. 그는 필리핀 대중, 특히 빈곤층으로부터 크나큰 지지를 받고 있다.

그는 필리핀에 재난이 발생하거나 크리스마스 연휴가 다가오면 빈곤층에 현금을 정기적으로 나눠줬다. 기독교 신앙이 두터우며 보수성향을 지닌 그는 가난한 이들을 돕는 것이 대통령이 가져야할 주요 덕목으로 여긴다. 이는 빈곤층에 실질적인 도움이 될 수는 있지만, 지도자로서 국가 차원의 정책적인 사고에서 기반했다고 보기는 어려운 측면도 있다.

반면 사라 두테르테 다바오 시장은 대통령의 딸이라는 사실에 기인해 파퀴아오와 대등한 수준의 지지를 얻고 있다. 흥미로운 것은 그가 아버지의 정치스타일, 기질과 명백한 대조를 보이고 있다는 점이다. 물론 닮은 점도 있다. 아버지가 강한 이미지를 구축해 활용해 왔듯, 사라 두테르테 역시 ‘강한 여성’이란 이미지를 이용하는데 거리낌이 없다. 그녀는 아버지로부터 다바오 사징직을 물려받아 지방행정을 수행한 경험이 있으며, 변호사로 법률에도 능통하다.

둘의 차이는 매우 뚜렷하다. 사라 두테르테는 필리핀 정치사에서 이어져온 ‘아버지의 유산’을 물려받은 인물 중 한 명이지만, 매니 파퀴아오는 필리핀 정치권에서 가장 ‘신선한 인물’이다. 이 차이는 선거전에서 중요한 변수가 될 것으로 보인다.

필리핀 전역에서 초미의 관심사로 떠오른 둘 사이엔 공통점도 있다. 두 사람 모두 민다나오 출신으로, 필리핀 중앙 정계를 거치지 않은 ‘정치 신인’에 가깝다. 또한 이념이나 정책 방향성보다는 유권자의 감정에 호소할 가능성이 높다.

Last Oct. 8, 2021, presidential aspirants here in the Philippines lined up to file their certificates of candidacy for the 2022 national elections. It was a week-long spectacle, with dozens proclaiming their intent to run as President and Vice-President and hundreds more want to become Senators. Most we’re serious candidates, while some just wanted their 10-minutes of fame, and others were just clowning around. Some media reports criticize the exercise as a circus.

But seriously, there are two serious contenders to become the next Philippine President. Poll surveys in the past months point to two very popular public figures – Senator Manny Pacquiao and Presidential Daughter Sara Duterte.

Let’s see why they are touted to win, and why are Filipinos rooting for them.

Yes, you read that right, Manny “Pacman” Pacquiao, the legendary Filipino boxer-turned-politician wants to be President. He hasn’t been shy in his political ambitions, running for a Congressional seat first, then jumping to the national scene at the Senate and now this Presidential run. He is massively popular with the public, especially the poor segments of Philippine society.

He regularly and literally hands out cash money to poor people after disaster events and during Christmas. He is a Bible-quoting conservative and sincerely believes that his best qualification to be President is his intent to help poor people in their time of need. Practical, but not really state-level policy thinking for a national leader.

On the other hand, Sara Duterte is equally popular, partly because she is the daughter of Pres. Rodrigo Duterte, but also due to her apparent contrast to the style and temperament of his father. She has the experience of being an executive of a local government, after inheriting the role of Davao City Mayor and is a lawyer herself. She is also very articulate and never hesitates to exhibit her “strong woman” tendencies, possibly a genetic gift from her dad.

The difference between the two is very clear. Sara will be the “continuity” of her father’s legacy in Philippine politics. Manny is the “newest kid in the block” of national politicians. This narrative will play a big role in their campaign messages.

Their popularity explains a lot about Filipinos and their views about national elections. Both are from Mindanao, considered to be part of a “new breed” of politicians and are known as “heart candidates”. Being a “heart candidate” means people identify themselves with the candidates emotionally and the ideology, track record or policy directions are meaningless at the moment the voter puts the candidate’s name in the ballot.

Which really begs the question – are they the only real and “best” choices – to be the next Philippine President on May 2022?
