아시아기자협회 성명 “홍콩 당국, 언론의 역할과 권리 존중하라”

아시아기자협회(회장 아시라프 달리)가 1월 4일 홍콩 당국의 언론 탄압 관련 성명을 발표했다. 아시아기자협회는 “국가보안법 시행 이후 빈과일보의 발행인 지미라이와 스탠드뉴스의 경영진 및 편집진이 구속되는 등 언론 탄압이 이어지고 있다”며 “홍콩 당국이 언론인 숙청을 중단하고 이들의 정당한 권리를 보장하기 위해 홍콩기자협회와 대화에 나설 것을 촉구한다”고 밝혔다.

다음은 성명 전문.

아시아기자협회(AJA)는 홍콩 당국이 언론의 역할과 권리를 인정하고 존중할 것을 촉구한다.

홍콩 당국은 편집자, 기자, 만평가들이 억압받지 않고 그들의 직업을 이어갈 수 있는 환경을 조성하라. 이는 독자들에게 정보를 제공함은 물론 사회가 올바르게 작동하게 만드는 주요한 요소다.

국가보안법 시행 이후 빈과일보의 발행인 지미라이와 스탠드뉴스의 경영진 및 편집진이 구속되는 등 언론 탄압이 이어지고 있다. 두 매체의 폐간은 언론 종사자들의 대규모 해고로도 이어졌다.

아시아기자협회는 전세계 언론인들과 함께 홍콩 사회를 위한 진실된 보도를 할 자유가 없어진 것에 대해 깊은 우려를 표한다. 홍콩 현지 언론인들은 모호한 보안법의 경계에 서지 않기 위해 자기검열을 강요받고 있다.

아시아기자협회는 홍콩기자협회가 “경찰이 1년 사이 언론계 고위 간부들을 연행하고 사무실을 압수수색했다”고 밝힌 것을 주목한다. 이에 아시아기자협회는 홍콩 당국이 언론인 숙청을 중단하고 이들의 정당한 권리를 보장하기 위해 홍콩기자협회와 대화에 나설 것을 촉구한다.

아시아기자협회는 홍콩 당국이 유발한 작금의 사태가 역동적이고 효율적인 언론의 미래에 좋지 않은 영향을 미칠 것이란 홍콩기자협회의 우려에 심히 공감한다.

아시아기자협회는 “홍콩 캐리 람 행정부가 자유와 책임이라는 언론의 보편적인 가치를 존중해야 한다”는 국제사회의 요구를 심각하게 받아들일 것을 촉구한다.

1. The Asia Journalist Association (AJA) urge the authorities in Hong Kong to recognise and respect the legitimate roles and right of bonafide journalists in the wake of a crackdown under the new national security law.
2. Give editors, reporters and cartoonists their necessary space to practise their profession without undue fear or oppression. This is key for keeping people informed and society functioning.
3. Unfortunately, the continuing crackdown on the Press involving the arrest and detention of Apple Daily publisher Jimmy Lai and directors and editorial personnel of Stand News on charges of collusion with foreign powers and sedition, has cast a pall over the media scene.
4.The shutdown on the two news outlets also led to retrenchment of media workers.
5.Journalists are crying out loud about their loss of freedom to report truthfully and honestly for the benefit of society. Instead they are compelled to engage in self-censorship in order not to breach the ambiguous security laws.
6.We note that the Hong Kong Journalists Association had expressed its concerns that the “Police have repeatedly arrested senior members of the media and searched the offices of news organisation containing large quantities of journalistic material within a year.”
7.AJA urge the authorities to cease its purge of media practitioners on security grounds and engage in dialogue with the Hong Kong Journalists Association to resolve the legitimate concerns of bonafide media practitioners on their rights and roles under the national security law.
8. We share with HKJA that the media crisis triggered by the authorities has put the future of a dynamic and effective Press in the balance.
9. We urged the administration of Carrie Lam to take into account the call of the international community to respect the universal values of a free and responsible Press.
