‘이란 핵’ 포괄적행동계획 4년···미-이란 대화 재개될까?
[아시아엔=파리 사벳 이란 언론인] 지난 7월 14일인 포괄적공동행동계획 타결 4주년이 되던 날이다.
포괄적공동행동계획은 이란 핵프로그램에 관한 조약이다. 이 조약은 2015년 7월 14일 이란과 유엔 상임이사국 그리고 유럽연합 사이에 타결됐다.
이란의 로하니 정부는 23개월의 숨가쁜 대화와 교섭을 통해 이 조약을 통과시키려 애썼다. 정치평론가들은 포괄적공동행동계획이 세계평화에 매우 중요하다고 믿었다. 당시 석유수출은 늘어났고, 이란으로의 자금 유입은 이전보다 비교적 수월했다.
조약 체결 후 작년 12월까지 석유수출 대금 970억달러가 이란으로 유입됐다. 트럼프 미국 대통령이 포괄적공동행동계획을 어긴 후 이란 외교가에선 “미국이 협약을 준수할 경우 대화의 기회는 여전히 남아 있다”는 말이 돌았다. 물론 이란 보수세력은 ”협약을 어긴 것은 미국이기 때문에 대화에 나서는 것은 불가하다“는 입장을 고수하고 있다.
지난 7월 13일 포괄적행동계획 보호 방안 관련 회의가 브뤼셀에서 열렸다. 회의에서 유럽국가들은 “포괄적행동계획이 준수돼야 한다”고 강조했다.
그리고 한달 반, 이란 지도부에서 미국과의 대화 필요성이 제기되고 있다. 이란 문제의 숨통이 트일 지 지구촌의 관심이 서서히 페르시아만쪽으로 향하고 있다. <번역 이정철 기자>
4th anniversary of The Joint Comprehensive Plan of Action

July 14 was the 4th anniversary of The Joint Comprehensive Plan of Action. It is known as agreement on the Iranian nuclear program reached in Vienna on July 14, 2015, between Iran, the P5+1, and the European Union.
Rohani government reached the agreement after 23 months of breathless dialogue and diplomacy. Political critics believed that The Joint Comprehensive Plan of Action is important for global peace.
At the time selling oil of Iran reached to a high level and at the same time transferring money to Iran became easier. From the date of agreement till 8 months ago, 97 billion dollar entered the treasury of the country as the consequence of selling oil of Iran.
After president of US violated The Joint Comprehensive Plan of Action, diplomatic system of Iran regime announced that if America stands on the agreement, there is possibility to dialogue again of course ther are conservative beliefs that Iran should not have dialogue with Amreica because it was US that violated the agreement.
Yesterday there was a conference in Bruxel to discuss about protecting the agreement. In the conference Uropaean countries emphasized that the agreement should be kept.
