[해외언론] 사우디 살람 국왕 ‘비전 2030’ 제정해 전세계 대상 소통

[아시아엔=하니 나딤 바흐보우 <아시아엔> 사우디아라비아 특파원] 사우디아라비아의 언론은 최근 많은 변화를 이뤄내고 있다. 살람 이빈 압둘 아지즈 국왕이 2015년 초 즉위하고 무하마드 빈 나예프와 무하마드 빈 살만을 왕세자로 지명한 것이 변화의 중요한 계기가 되고 있다.

사우디아라비아 언론은 새 국왕 즉위를 계기로 새로운 지평을 열어가고 있다. 사우디는 이슬람 순례성소가 있어서 세계 곳곳에서 무슬림들이 모여든다. 살람 국왕은 전 세계에 문호를 개방해 사우디왕국이 무슬림들의 주요 여행지뿐 아니라 이 나라가 매력적이고 강력한 국가로 거듭날 방법을 모색하고 있다.

Vision 2030으로 뉴미디어시대 대비

새 정부가 들어서고 ‘Vision 2030’이라는 이름 아래 새로운 전략이 세워졌다. 이는 인적·지적 자원에 집중 투자하고 세계 유가 하락에 따른 대책을 아울려 마련하는 것에 중점을 둔다. 정부는 지난 1년간 인적자원 개발 및 역량 강화에 국가력을 모으고 있다. 이를 통해 정부기관은 물론 사기업에도 많은 변화가 일어나고 있다.

이와 동시에 언론도 엄청난 질적 성장을 이루었다. 현재 사우디 국민의 98%가 텔리비전과 인터넷을 통해 뉴스를 접하고 있다. 하지만 최근 165%에 이르는 모바일 확산률은 사우디 언론계에도 큰 변화를 가져왔다. 미디어시티(Media City) 설립이 바로 그것이다. 미티어시티는 현재 완공단계에 있으며 세계언론사들의 관심을 끌고 있다.

<로이터>와 <BBC> 등 주요 언론사들과는 이미 계약을 맺었고 여타 언론매체들도 많은 관심을 보이고 있다.

사우디 광고시장에 각국 언론사들 주목

사우디아라비아 인구의 절반은 25세 미만으로 이는 광고주들이 특히 주목하는 대목이다. 각국 언론사들은 사우디아라비아 시장에 점차 관심을 쏟고 있다. 뉴미디어 시대를 이끄는 언론 매체들에 대한 정확한 통계나 데이터는 아직 나오고 있지 않지만 전문가들이 집중 연구하는 분야가 되고 있다. 여성의 권리, 개인의 자유, 법적 체제, 국제 여론 등의 분야의 홍보와 마케팅 역시 새 정부가 역점을 두고 있다.

사우디의 문맹률이 아랍권에서 상대적으로 낮은 편이다. 인구의 34%는 신문 외에도 인터넷을 통해 뉴스에 접하고 있다. 또 인구의 53%는 일주일에 한번 이상 인터넷 웹사이트를 통해 뉴스를 찾는다. 블로그 이용자는 14%에 이르고 있으나 트위터 이용은 1%로 아직은 미미한 수준에 그치고 있다.

사우디 국민들이 선호하는 매체

<Al-Arabiya net> 웹 사이트는 2009년 이후 접속률 1위를 줄곧 유지하고 있다. 사우디에서는 여전히 종이신문이 가장 인기 있는 미디어이긴 하지만 인터넷 등으로의 전환이 급속도로 이뤄지고 있다. 2009년 국민 75%가 종이신문을 구독했으며 7년이 지난 지금도 66%가 여전히 종이신문을 읽고 있다. 하지만 인터넷 이용 시간은 하루 평균 2.4시간으로 아랍에미리트, 모로코와 같은 수준이다.

SNS 이용률은 2009년 65%에서 작년엔 87%로 상승했으며, SNS 하루 한번 이상 이용자는 2009년 34%에서 같은 기간 45%로 증가했다. SNS는 아랍페이스북을 가장 많이 사용하며 단기간에 이용자가 늘어난 구글(Google+) 이 2위를 차지하고 있다. 트위터 이용인구도 점점 늘어 가고 있는데, 인터넷 이용자의 17%가 트위터를 쓰고 있다. 이는 아랍에미리트에 이어 두번째이다.

살람 국왕은 3월초 사우디 국왕으로는 처음으로 인도네시아와 말레이시아를 공식 방문했다. 국왕의 방문은 사우디아라비아가 동남아에 대한 관심이 많고 이들 국가와 적극 교류하겠다는 의지의 표현이다.

살람 국왕은 또 국제커뮤니케이션센터와 미디어허브라고 일컫는 정보센타 5곳을 설립했다. 이곳에선 세계 속의 사우디아라비아의 현주소 및 각종 지표를 수집 분석하고 통계를 내고 있다. 미디어시티와 이들 센터들은 사우디아라비아가 전 세계와 언제든지 소통할 수 있는 채널과 플랫폼을 만드는데 주력하고 있다. 이를 위해 센터들은 1단계로 영어·불어·일어·페르시아어·러시아어, 2단계로 스페인어·우르두어·중국어·독일어 교육을 통해 사우디와 외국과의 소통을 막는 언어장벽을 무너뜨리는데 주력하고 있다.

Media in Saudi Arabia has changed a lot. Today, I can be sure that Since the King Salman ibn Abdul Aziz came to power earlier in 2015, and named from youth two vice presidents, Mohammed bin Nayef and Mohammed bin Salman, life in Saudi Arabia started flying to new horizons, and trying a complete new sensations and experiences. As is well known, the Saudi has the privacy of the House of God, to which all Muslims pilgrimage from around the world. That makes it overlapping when it comes to internal affairs. The King Salman decided to change the road map and created an openness to the world by importing the most important ideas that make the kingdom an attraction and power center, in addition to the fact of being the main destination of all Muslims.

Vision 2030

An amazing new idea of strategy has appeared under the name of Vision 2030 since the new government came to power. It consists on pushing Saudi Arabia to invest in human and intellectual resources and rely on openness and privatization with the drop in oil prices in the world. In fact, in exactly one year, everything has changed in Saudi Arabia concepts were completely changed. Today the government considers human resources as the most important element in the country and this importance has imposed a real change on all government facilities and ministries and the private sector.

In conjunction, the media was witnessing a huge qualitative leap with 26 daily newspapers. Today, 98% of the Saudi people are using the means of media such as television and the Internet, and with the proliferation of mobile by 165% Saudi Arabia is considered on the top of countries in the area, which makes it eligible to lead the new media. All these changes have immediately launched the creation of the media city, which is still in the process of completion to attract global media companies and it has already signed important contracts with major agencies such as Reuters and the BBC and other assumed audiovisual media body that have a huge role in the quality of the new media report.

The new media

We must know that about 50% of Saudi Arabia’s population is under the age of 25. The media in the area has become, according to the proportions of consumption and the views of the advertisers in particular, increasingly focusing on markets like Saudi Arabia.

We must know that the numbers were not presented before the work made by audiovisual media body which relied on statistics, and accuracy in the data. It has given to people and professionals statistics and numbers to help them in their research and development. It has also launched public relations and international marketing campaigns in the sector of women’s rights, personal freedoms, the judicial system, the most confusing items for the international public opinion.

The proportion of literate in the country is about 79% higher than the rates in the region, for that reason newspapers are considered as the dominating advertising platform in Saudi Arabia. Statistics indicate that 34% of the population are now deriving news from the Internet and printed newspapers as well, but in fact there are 53% of the population in Saudi Arabia are now reading the websites of newspapers and magazines more than once a week. In general Web sites are the most used to read the news by up to 56% of the population, compared to less than 1% for Twitter, although up to 14% are using blogs as an alternative news source.

Numbers and data

The website “Al-Arabiya net” is still maintaining top position since 2009. Although print newspapers remain the most popular news source in Saudi Arabia, but the shift to electronic platforms is remarkable. We should point out that 66% still read print newspapers over the Internet compared to 75% in 2009. Rate of allocated time to the Internet in Saudi Arabia is more than 2.4 hours a day, which is just under the rate of allocated time for following-up TV, but they are almost equal, and it is equal to the time spent on the Internet in the UAE and Morocco.

On the other hand, the number of people who used social networking sites during the past two years is almost 87% compared to 65% in 2009. Rates frequency of visiting the sites turned out that 45% of users are visiting these sites more than once a day, compared to 34% in 2009. We think this ratio will increase of 30%, as is the case in many countries. The Arab Facebook comes on top of the social networking sites visited, but what is interesting that the second place was given to Google+, which has claimed a growing popularity in a short period.

Concerning YouTube users, their percentage is up to 83% in Saudi Arabia, and the number of visits has reached four times a week compared to three times a week in 2009.

The popularity of Twitter in Saudi Arabia is growing. The site now reaches its services to approximately 17% of Internet users; and the proportion of account owners on Twitter of them is 70%. That puts Saudi Arabia in second place after the United Arab Emirates in terms of prevalence of Twitter in the four major countries. Rates frequency of visits are also high because we find that nearly 59% of users who have an account on Twitter resort to it more than once a day.

Communicate with the world

I write this report while the King Salman is on visit to Indonesia and Malaysia for the first time of a Saudi king. This underlines the priority of openness of Saudi Arabia towards the Far East, especially with the establishment of a national center for International Communication, and the establishment of five information centers Media Hubs to study the data in the world and the indicators of Saudi Arabia in key regions around the world. This work aims to deliver a message from Saudi Arabia to those areas and build a lasting positive relationship and find Saudi speakers in these area’s languages under the supervision of the media centers as follows: (the first stage), English, French, Japanese, Persian, Russian. (Phase II): Spanish, Urdu, Mandarin, German, according to the Media City strategy and new media centers.
