팔레스타인, 국제사법재판소 제소 방침

[아시아엔=노지영 기자]?UN이 이스라엘의 팔레스타인 점령을 2017년까지 종식할 것을 요구하며 팔레스타인과 이스라엘의 평화를 촉구하는 결의안을 부결했다. 결의안이 채택되기 위해서는 최소 9표 이상의 찬성을 받아야 하지만 찬성8표, 반대 2표, 기권 5표를 받은 것으로 전해졌다. 러시아 프랑스 등이 찬성표를 던졌으며 2개의 반대표를 던진 국가는 미국과 호주인 것으로 드러났다.

결의안은 이스라엘이 동예루살렘을 점령하기 이전인 1967년 국경을 기준으로 팔레스타인 독립국가 창설을 지지하는 내용이다. 이스라엘은 안보리 표결은 팔레스타인과의 갈등을 부추기는 짓이라고 주장한 바 있다. 팔레스타인은 이번 결의안이 부결되면 국제사법재판소에 이스라엘을 제소할 것이라 예고했다.

UNSC rejects resolution on Palestinian state

The UN Security Council has rejected a Palestinian resolution calling for peace with Israel within a year and an end to Israel’s occupation by 2017.

The resolution failed to muster the minimum nine “yes” votes required in the council for adoption.

The motion received eight “yes” votes, including from Russia and France, two “no” votes from the United States and Australia, and five abstentions.

The resolution called for negotiations to be based on territorial lines that existed before Israel captured the West Bank, East Jerusalem and the Gaza Strip in 1967.

Israel had said the Security Council vote, following the collapse in April of US-brokered talks on Palestinian statehood, would deepen the conflict.

The Palestinians had warned that if the UN resolution failed they were prepared to join the International Criminal Court to file suits against Israel.

“러시아 금리 인상 재고해야”

러시아은행연합회장 가레긴 투썬얀(Garegin Tosunyan)이 31일 러시아 중앙은행에 금리상승 결정에 대한 재고가 필요하다고 주장했다. 러시아 은행은 지난 10월16일 금리를 연 10.5%에서 17%로 조정하며 석유값 하락으로 예상되는 루블 평가절하에 대응한 바 있다. 투썬얀은 이 같은 금리상승은 기업의 대출을 감소시켜 경제에 악영향을 끼칠 것이라 말했다. 더불어 투썬얀은 러시아 경제상황에 불안감을 느낀 고객들이 예금을 인출하고 외화로 환전하는데 급급하여 결국은 루블 평가절하로 이어졌다고 덧붙였다.

 

Russia banker demands review of interest rate rise

The president of the Association of Russian Banks is calling on the country’s central bank to review its recent decision to sharply raise its key interest rate.

The Bank of Russia raised the rate from 10.5 to 17 percent on December 16th to stop the sharp depreciation of the ruble following a plunge in the price of crude oil.

He said it also means some firms can’t borrow from banks, and is having other adverse effects on the overall Russian economy.

Tosunyan said financial institutions have suffered as people rush to withdraw deposits and exchange the ruble for foreign currencies following its sudden depreciation.

일본, 법인세율 인하 승인

일본이 31일 2015년 법인세율 인하를 골자로 한 세제개혁을 승인했다. 일본 자민당과 공명당은 지난 30일 세제 개혁과 정책 회의를 갖고 2015년 4월부터 법인세가 2.51% 인하되며 2016년부터는 3.29% 추가 인하될 것이라고 발표했다. 일본 정부는 이번 법인세 인하로 기업 활동이 활성화되어 경제 발전에 기여하길 바란다고 전했다. 세제 개혁에 따라 임금인상에 나서는 기업에 추가적인 세액 공제를 적용하는 것으로 알려졌다. 2015년에 2012년 대비 3%이상의 임금 인상을 적용한 기업에는 추가적 세액 공제가 적용된다.

 

Japan’s coalition parties OK tax reform outline

Japan’s governing coalition parties have endorsed an outline of tax reforms for fiscal 2015, including a corporate tax cut.

The Liberal Democratic Party and its junior coalition partner, Komeito, formally decided on the outline at a meeting of their policy and tax panel chiefs on Tuesday.

The outline includes cutting the corporate tax rate by 2.51 percentage points in fiscal 2015, which begins in April. It also calls for a further cut that will bring the cumulative reduction in the rate to more than 3.29 points in fiscal 2016.

The coalition says the outline focuses on first cutting corporate taxes to help boost corporate earnings to generate a positive growth cycle.

The outline also features a tax break for companies that raise wages. Firms have to increase wages for fiscal 2015 by more than 3 percent from fiscal 2012 to be eligible.

러시아, 알렉세이 나빌니 유죄판결에 대규모 항의 시위

지난 30일(현지시간) 푸틴 러시아 대통령을 비판한 블로거 알렉세이 나발니에 횡령혐의 유죄판결이 내려져 모스크바에서 대규모 항의 시위가 계속되고 있다. 나발니의 동생 올렉 역시 횡령혐의로 기소되어 3년6개월 실형을 선고받았다. 나발니는 총선 이후 푸틴 대통령의 부패를 규탄하며 반푸틴 운동의 상징적 인물로 떠올랐다.

 

Aleksei Navalny and Russia’s Protesters Face a Tough Battle

ON Tuesday, a court in Moscow convicted Russia’s top opposition blogger, Aleksei A. Navalny, of criminal fraud. His younger brother Oleg, however, was sentenced to serve three and a half years. Aleksei Navalny is an anti-corruption activist and outspoken critic of President Vladimir V. Putin.
